General PurposeUnder general direction, perform a variety of complex technical and professional work in current and long-range planning, the development of land use, and the implementation of policies and regulations for urban design guidelines and adopted development areas.
Typical DutiesOversee and supervise the development review section of the planning division and the implementation of urban design as a part of development review. Involves: Providing support and direction to the land development and urban design functions. Establish scope, schedule, and expectations. Monitor work in progress. Coordinate projects with staff in other divisions. Assist with grant writing activities and with the development and monitoring of the section budget. Assist in the preparation and management of the annual budgets for the Planning Division programs. Review and monitor expenditures to remain within established budgetary constraints. Authorize purchases and sign purchase order documents, contract payments, and change orders. Evaluate and interpret complex technical and/or financial information and alternatives related to policy development and City codes and regulations. Coordinate and manage planning consultant contracts.
Serve as project manager on development review processes. Involves: Assist in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste, or other plans and codes to meet the City's needs. Write staff reports for complex development proposal applications. Evaluate proposals for conformity to established plans and applicable city, state, or federal laws. Evaluate the development impact of proposals as they relate to the adopted plans and make recommendations. Prepare a variety of studies, reports, and related information for decision-making purposes. Provide technical and professional advice. Build positive relationships and coordinate with other city departments, government agencies, engineers, developers, and consultants. Assist the department leadership in providing technical assistance and professional guidance to boards, commissions, the City Council, city management, developers, and the general public.
Manage and direct work associated with Comprehensive Plan implementation. Involves: Ensuring timely completion of the implementation matrix. Coordinate activities with other city divisions and departments, the City Attorney's Office, and other governmental bodies and entities. Directly assist the Planning Division with various planning applications. Remain current on State and Federal requirements and ensure City compliance with those requirements. Review the Development Codes and City Code, establish needs, and set priorities for department work programs.
Represent the Department. Involves: Preparing staff reports, drafting ordinances, resolutions, and other documents for presentation, review, and discussion. Attend public meetings, commission and committee meetings, City Council, neighborhood meetings, and others as requested. Present technical reports, studies, grants, and other information. Respond to local citizens regarding city planning, zoning regulations, and ordinances. Attend professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning. Assist City staff in the enforcement of local ordinances and in interpreting City codes and master plans.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
