Summary

The Director is responsible for implementing, administering and maintaining the overall operations of the Public Works Department, including but not limited to operations, planning and development, facilities oversight, project development and management, grant compliance, and other duties and responsibilities as assigned.

Duties and Responsibilities
  • Develops, implements and monitors long-term plans, goals and objectives of Public Works overall.
  • Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department
  • Develops appropriate service and staffing levels
  • Develops and submits appropriate application and documentation necessary to secure funding sources, including grant funding working with the Grants Administrator
  • Manages and participates in the development and administration of the department's budget; directs the forecast of additional funds needed for staffing, equipment, and supplies
  • In coordination with the Operations Manager, selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards; works with team members to correct deficiencies; implements discipline and termination procedures; maintains communication with key team members throughout the organization
  • Confers with engineers, developers, architects, and a variety of outside agencies in acquiring information and coordination of engineering, utilities, roads, and related matters
  • Reviews and approves plans and specifications, designs, cost estimates, reports, and studies for all engineering projects
  • Performs site inspections during construction to ensure methods and materials are in compliance with regulations for safety or design.
  • Project management including the inspection and oversight of development, capital, and maintenance projects to ensure compliance with codes, ordinances, approved plans, specifications, and conditions
  • Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting mechanisms; identifies opportunities for improvement; and directs the implementation of change
  • Prepares, reviews, and presents reports, management and information updates, as well as reports on special projects as assigned by the Tribal Executive Officer
  • Develops specifications and bid documents for a variety of public works and public utilities-related designs, construction and maintenance projects, recommends contract awards, negotiates contract provisions and coordinates, reviews, inspects and monitors and approves contractor's performance
  • Reviews and advises for completeness and accuracy on developments plans, project construction plans and specifications.
  • Performs related duties as assigned.

Education, Experience, and Qualifications
  • Bachelor Degree or construction management experience of 10 years or more with leadership roles
  • Education in building maintenance or prior experience in large commercial /government facilities management
  • Five years of facilities maintenance experience
