Summary

The Senate Sergeant at Arms is seeking a Physical Security Programs Manager #1222. Duties

Help

Provides leadership, support, and guidance to on-campus physical security personnel.

Directs and manages key physical security programs, projects, and general security in and around Capitol Grounds.

Supervises development of requirements, standard operating procedures, and policies for physical security programs; tracks and monitors the budget and financial aspects of the physical security program.

Supervises security surveys and risk/vulnerability assessments, and provides recommendations to address the security needs of vulnerable facilities or sites and the threats against them.

Consults with operating personnel and other security specialists to devise protection systems that provide maximum security with the least interference in the organization's mission.

  • Represents the interests of the SAA and liaises with Congressional staff and stakeholders, Capitol Police, and AOC to convey security requirements, improvements, and enhancements.


Required Work Experience

  • Five to eight years of experience in physical security, with at least one year as a lead or supervisor.


Required Special Skills/ Knowledge

  • Knowledge of physical security systems, intrusion detection systems and devices, locks and locking systems, personnel entry control systems, ballistic protection measures, and personnel and asset protection.
  • Ability to manage a large-scale, complex physical security program.
  • Ability to provide advice and recommendations on physical security measures.
  • Ability to lead and manage staff responsible for physical security programs.
  • Ability to make high-consequence physical security recommendations and decisions.
  • Ability to collaboratively work with multiple stakeholders to achieve desired outcomes.
  • Ability to communicate effectively.

Desired Qualifications

  • Three to five years of experience leading teams in a dynamic environment.
  • Subject matter expert in evaluating security technologies, products, and services based on industry standards and best practices.
  • Proficiency with office productivity software (Microsoft Office).
  • Knowledgeable of the Interagency Security Committee guidelines.
  • COR Certification (Level 1 or higher).


Working Conditions

  • Required to be available for sudden recall in response to emergency events affecting the Senate community and to potentially deploy to alternate sites for up to thirty days on short notice.
  • Work is essentially sedentary, with occasional walking and safely carrying items under 25 pounds.
  • Occasional travel is required to participate in and/or conduct security assessments and installations.


Security Clearance

  • This position requires that the applicant obtain and maintain a Top Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.


Education

Bachelor's Degree.
