Summary

The Inpatient Pharmacy Supervisor is a licensed pharmacist who maintains operational control of the inpatient pharmacy during business hours. The position directs and coordinates the inpatient pharmacy operations to provide comprehensive, high quality pharmaceutical care services to all patients served by the Atlanta VA Medical Center.

Duties and responsibilities include but are not limited to the following:

• Responsible for the provision of pharmaceutical care and services provided by the healthcare system.
• Maintains an active license for Pharmacy Service.
• Assures all legal requirements for state, federal, and VA are continually met within written guidelines and sound pharmaceutical judgment.
• Maintains effective personnel management program within pharmacy including E.E.O. awareness, training opportunities, tuition support, and individual development plans.
• Provides attention to employees' complaints/grievances with the goal of resolving them at the lowest possible level.
• Promotes cultural diversity to establish an environment that works for all employees and strives to achieve and maintain a culturally diverse work force, which is comparable to the civilian workforce.
• Assuring all aspects of drug control, drug accountability and drug security are maximized and are in accordance with the Atlanta VA Medical Center and Pharmacy Service policies and procedures, and other applicable VA, FDA and Federal regulations.
• Develops and maintains effective pharmacy operations within the inpatient pharmacy that are synergistic with other healthcare system programs and are designed to maximize drug distribution processes, inventory management and patient care.
• Develops implements and evaluates programs for quality improvement of pharmacy services.
• Responsible for the professional growth and development of professional and technical staff.
• The incumbent will give counsel and instruction to assigned professional and technical staff on clinical, administrative, and other professional issues.
• Evaluates effectiveness of programs and resources (budget, human, space and equipment), coordinates on-going programs and plans and implements new programs as required.
• Assures the quality of care/services provided is the highest standard possible and meets all legal and ethical standards and requirements.
• Prepares, revises, and implements pharmacy policies and procedures in compliance with The Joint Commission, DEA and VA standards.
• Responsible for the supplemental controls of all Controlled Substances and access to control systems for physical security.
• Responsible for operation of inpatient pharmacy activities which include the intravenous admixture program, unit dose medication management system, and medication distribution while maintaining timeliness, accuracy and innovative computerization/automation to support these programs.
• Gathers, coordinates, and reports data for various reports and functions on an as needed or required basis.
• Develops and maintains cooperative working relationships with other services to maintain the highest quality of patient care and harmonious working environment for employees.

Work Schedule: Monday-Friday, 8:00pm-8:00am, rotating nights and weekends. Work schedule subject to changes based on agency needs.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• Education: (1)Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2)Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT).
• Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.

Grade Determinations: GS-13

Experience: Must have 1 year of experience equivalent to the next lower grade level GS-12.

Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Pharmacists assigned to this position must demonstrate the following KSAs:

• Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Ability to communicate orally and in writing to both patients and health care staff.
• Expert understanding of regulatory and quality standards for their program area.
• Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
• Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
• Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Preferred Experience: Experience as a Clinical Pharmacy Specialist

The full performance level of this vacancy is 13.

Physical Requirements: The work requires regular and recurring physical exertion, involving standing/sitting for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 50 lbs., and bending/stooping. The work may entail repetitive wrist movement while using various size syringes, vial cap removal, and typing.
