Fairfax County Animal Services (FCAS) is seeking a dynamic, compassionate, and dedicated individual to manage the Pet Resource Center (PRC). Under the general supervision of the Deputy Director, Chief of Field Services, and in collaboration with the field services staff, customer care managers, Shelter Programs Team, animal care managers, and DAS contract veterinary staff, leads the team responsible for developing, managing, and executing PRC events, programs, and projects. Supports the county's One Fairfax strategic initiative by creating equitable, accessible programs to build strong community relationships and prevent shelter relinquishment and companion animal recidivism.
Leads outreach efforts, establishing strategic partnerships, conducting audits, and implementing programs that serve vulnerable populations. Additionally, oversees the PRC operating budget, manage contracts, and ensure that the PRC's work aligns with best practices in animal welfare, human-animal welfare intersections, and policy change within Fairfax County. Key Duties & Responsibilities:

• Leads the development and execution of the PRC's mission, ensuring the delivery of accessible wrap-around services to Fairfax County families.
• Creates, implements, and manages Standard Operating Procedures for PRC programs, services, events, and donation management.
• Develops communication and learning plans to promote PRC programs to county organizations, community members, and stakeholders.
• Fosters and manages strategic partnerships with county agencies and private sector organizations to expand the reach and impact of PRC initiatives.
• Applies principles of community health management and population health to identify and address barriers that contribute to companion animal relinquishment, recognizing the interconnectedness of human, animal, and community well-being.
• Demonstrates knowledge of the social determinants of health and integrates this understanding into program design, resource navigation, and service delivery to improve outcomes for both residents and their pets.
• Supervises the PRC team and volunteers, ensuring all staff are trained in animal welfare best practices and continuously developing their skills.
• Ensures the equitable provision of programs, events, and services, while aligning with the One Fairfax initiatives.
• Manages the PRC operating budget, contracts, inventory, and justify budgetary needs.
• Establishes and tracks Key Performance Indicators (KPIs), utilizing logic models to measure the effectiveness of PRC programs and set desired outcomes.
• Conducts demographic research and data analysis through GIS mapping, qualitative and quantitative data to inform program development and decision-making.
• Prepares reports and presentations of program effectiveness to both internal and external stakeholders.
• Evaluates the accessibility and equity of FCAS practices and provide recommendations for improvement.
• Collaborates with the Volunteer Program Manager to manage PRC volunteer recruitment, selection, and training.
• Oversees volunteers during various shifts and ensure that they are well-prepared for participation in PRC programs and events.
• Serves as the primary point of contact for all PRC programs, events, and services for FCAS staff and other County agencies.
• Actively participates in FCAS Management Team meetings and other leadership duties as needed.
• May perform other related duties to meet the ongoing business needs of the organization.

Schedule: This role requires flexibility, as it may involve working varying shifts and/or being reassigned to different department facilities as needed. The schedule may include evenings, weekends, and occasional holiday availability.

Salary: The salary offer will be in the minimum to midpoint ($70,149.87 to $96,456.05) of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools' employees.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus, two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:

• Valid Driver's License (Required)
• Fear Free Shelter Certification is required within three (3) months of employment, with recertification as required.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:

PREFERRED QUALIFICATIONS:

• Four years of experience in program management, outreach, and community engagement.
• Four years of experience in animal welfare best practices and the intersection of human and animal welfare.
• Four years of experience working with an animal welfare-related organization.
• Four years of experience in budget management and contract oversight.
• Proven ability to build and maintain strategic partnerships with community organizations and county agencies.
• Experience using DocuSign, data analysis tools, and GIS mapping for program evaluation.
• Four years of experience handling animals, including orphaned, sick, injured, and behavioral needs animals of various species.
• Four years of supervisory experience.
• Four years of experience in public speaking and training roles.
• Experience managing volunteers, including proficiency with volunteer management software, such as Volgistics.
• Proven knowledge of animal care, treatment, shelter policies, and programs.

PHYSICAL REQUIREMENTS:

• Ability to work outdoors as well as indoors and be subject to variable weather conditions and exposure to potentially infectious diseases, viruses, noxious fumes and chemicals or allergies, as well as wetness and moisture. Must not have allergies to animals or animal supplies (ex: hay, peanut butter, etc.) that will impede working in an animal environment.
• Create materials and operate equipment necessary to complete work tasks.
• Drive county or personal vehicle to travel throughout Fairfax County and other jurisdictions to meet the ongoing business needs of the organization.
• Engage with residents, businesses, visitors, staff, volunteers, and others in person, via e-mail, and over the phone. Deliver presentations and/or testify in person and virtually.
• Must be able to perform essential job functions (reasonable accommodation may be made on a case-by-case-basis).
• Must have current pre-exposure rabies vaccination or obtain within three (3) months.
• Must have the ability to safely lift, carry, handle, move, and restrain animals of various species, sizes, conditions, and temperament including fractious and dangerous animals over 50 pounds; bend, stand, stoop, kneel, reach, crawl, climb stairs, walk, sit, run, and be comfortable doing these activities for extended periods of time; hear, speak, touch, feel, smell, see with close vision, depth perception, color vision, adjust focus; frequently exposed to loud noises above 95 decibels such as barking of dogs and other animal noises; and firmly grasp, handle, feel and have wrist extension and rotation on a frequent basis. Maneuver safely in/on kennels, cat rooms, small animal room, off-site events, etc.
