Job Goal:

As part of the Texas Strategic Leadership (TSL) initiative and Leadership and Instructional Foundations for Texas (LIFT), the Performance Management Coach will work in collaboration with the TSL, LIFT, and the Texas Education Agency as well as local/state leaders, to build district leadership team capacity in the alignment of district systems and high-impact strategies that drive student outcomes. The Performance Management Coach will provide deep technical assistance and data analysis to district leaders through systems-level analysis, capacity-building supports aligned with the district's strategic priorities, and the development of effective performance management systems and structures that ensure strong performance management outcomes. Additional support includes serving as a performance data specialist for area superintendents and central office staff, analyzing assessment and accountability data to inform strategic decisions aligned with LEA goals and objectives.

Qualifications:

Education
  • Master's degree from an accredited college or university in Education or a related field
  • Principal certification (Preferred)

Experience:
  1. 10 years of education and leadership experience with at least 5 years in a principalship in elementary, middle or high school or district level experience, ESC, or TEA experience
  2. District-level administration/executive leadership
  3. Turnaround Principal experience (Preferred)
  4. Evidence of successful impact on student learning outcomes as a campus or district leader
  5. K-12 campus and/or district leadership experience
  6. Track record of success in managing end-to-end, detailed long-term projects and initiatives
  7. Experience working with education data in the State of Texas (attendance, accountability, assessment, PEIMS, special student populations, curriculum implementation, etc.)
  8. Experience with data analysis and visualization software
  9. Experience emphasizes relentless focus on improving quantitative and qualitative student outcomes
  10. Experience managing complex scheduling logistics

Special Knowledge and Skills:

  1. Functional knowledge of effective district systems and practices aligned to Effective District Framework levers (Organizational Performance Management, Human Capital Strategy, Integrated Student Supports, High-Quality Instructional Materials and Strategies, Instructional Leadership, District Operational Excellence)
  2. Deep knowledge of project and performance management structures and routines to effectively initiate a plan that multiple stakeholders can access and use to track needs and progress on a year-long strategic planning initiative
  3. Deep understanding of education data, data analysis, and visualization packages to drive data-informed managerial decision-making
  4. Comprehensive data analysis skills of quantitative and qualitative district inputs, outputs, and outcomes
  5. Ability to analyze available district assets, gather an understanding of what's needed,
  6. and develop a long-term plan in collaboration with the TSL and LIFT Coaches
  7. Strong time management skills with an ability to manage multiple district project plans simultaneously
  8. Ability to prioritize high-leverage actions to support TSL and LIFT Coaches and districts
  9. Strong organizational abilities to maintain systems for storing and tracking district resources and artifacts throughout the phases of the Texas Strategic Leadership program and LIFT
  10. Skill in project and performance management to set goals and benchmarks and monitor progress over time
  11. Ability to report on barriers and threats to effective district progress and phase completion
  12. Ability to communicate insights to a wide range of stakeholders within the ESC and districts served
  13. Strong problem-solving skills
  14. Commitment to continuous learning and solutions-oriented response to feedback

Major Responsibilities
  1. Lead advanced project management, including identifying all key activities, owners, success criteria, resources, and communication necessary to execute key milestones.
  2. Performance manages district progress toward key milestones and facilitates discussions to proactively mitigate risks and possible barriers.
  3. Lead (and in some cases fully conduct) the district EDF-aligned diagnostic data evidence-gathering processes and analysis (e.g., small districts).
  4. Create data visuals and storytelling outputs that support a district superintendent and leadership team to understand strengths and opportunities for growth and inform decision-making.
  5. Co-prepare and facilitate with the TSL Coaches and LIFT leading superintendent and district in diagnostic and strategic planning processes aligned to the system and student outcome goals.
  6. Organize knowledge management systems and support effective and efficient operations and logistics processes. Lean into learning experiences, demonstrate flexibility in program iteration and execution, as well as critical and creative thinking/problem-solving in providing meaningful feedback range of stakeholders.
  7. Demonstrate strong project management of inputs, outputs, and outcomes, and achievement of targeted district strategic planning outcomes to be officially certified as a TSL Performance Management & Data Specialist.
  8. Serve as a thought partner with area superintendents and central office leaders to analyze and assess decisions based on data to determine strategic decisions in support of LEA goals.

Frequent use of standard office equipment; prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding and use of mouse); occasional light lifting and carrying (less than 20 pounds); may work prolonged and irregular hours; occasional statewide travel; work with frequent interruptions; maintain emotional control under pressure.
