Position Overview

The Division of Behavioral Health and Recovery is seeking to hire a Peer Recovery Support Services Administrator, located in Springfield Illinois. This position will formulate and implement policy for the total management process of peer recovery support programs and services for persons with serious mental illnesses, which has a statewide impact. This position will represent the Division of Behavioral Health and Recovery, Peer Recovery Support Services in the community. This position will work to ensure that people who have mental health and/or addiction histories have a voice within the state behavioral health system.

Essential Functions

  • As Peer Recovery Support Services Administrator, formulates, and implements policy for the total management process of peer recovery support programs and services for individuals with mental illnesses, which has a statewide impact.
  • Directs, plans, manages, and administers the implementation of Peer Recovery Support programs.
  • Represents the Division of Behavioral Health and Recovery (DBHR) in the community.
  • Works to ensure that people who have mental health and addiction histories have a voice within the state behavioral health system.
  • Plans, develops, and implements methods, systems, investigation techniques and examination procedures designed to effectively establish, implement, monitor, and standardize Peer Recovery Support Services.
  • Serves as full-line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in a social or human services field.
  • Requires four (4) years of progressively responsible administrative experience in a peer recovery support program for individuals with mental illnesses for a health or human services organization.


Preferred Qualifications

  • Four (4) years of professional experience developing and implementing policies and strategies which guide the operational efficiency and effectiveness of peer recovery support programs and services for individuals with mental illnesses.
  • Four (4) years of professional experience assessing priorities and service needs for individuals with mental illnesses for a public or private organization.
  • Four (4) years of professional experience reviewing and evaluating programs for individuals with mental illnesses for a public or private organization or a mental health related organization.
  • Four (4) years of professional experience developing and implementing strategic plans, identifying and tracking program objectives and/or directing changes for a public or private organization or a mental health related organization.
  • Four (4) years of professional supervisory experience in managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities and training staff.
  • Four (4) years of professional experience communicating effectively both written and orally, with stakeholders, individuals receiving services, advocates and providers to enhance services for individuals with mental illnesses.


Conditions of Employment

  • Must be a current or former consumer of mental health services and willing to self-identify.
  • Requires evidence of certification as a Certified Recovery Support Specialist (CRSS) or Certified Peer Recovery Specialist (CPRS), active and in good standing with the Illinois Certification Board.
  • Requires the ability to travel in the performance of job duties.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services's discretion.
