The PayrollManager is responsible for the leadership, management, and continuousimprovement of all payroll operations for all D.A. Collins companies. This roleensures the accurate and timely processing of payroll for union and non-unionemployees while maintaining compliance with federal, state, and localregulations, collective bargaining agreements, prevailing wage requirements,and company policies.
The PayrollManager serves as the owner of the payroll function and is responsible fordeveloping a high-performing team, strengthening internal controls, improvingprocesses, leveraging technology and automation, and partnering withOperations, Human Resources, Accounting, and executive leadership to deliverexceptional payroll services across the organization.

Responsibilities will include but are not limited to:
Payroll Operations & Compliance
• Lead the end-to-end payroll function for all company entities, ensuring accurate and timely processing of weekly payroll.
• Establish, maintain, and continuously improve payroll policies, procedures, and internal controls.
• Ensure accurate maintenance of employee payroll records, tax information, direct deposit information, deductions, benefit withholdings, and other payroll-related data.
• Ensure timely and accurate payment and filing of federal, state, and local payroll taxes.
• Oversee administration and payment of garnishments, union dues, benefit contributions, and other payroll-related liabilities.
• Ensure compliance with collective bargaining agreements, including accurate maintenance of wage rates, fringes, and contractual provisions.
• Maintain expertise in prevailing wage requirements and ensure accurate preparation and submission of certified payroll reports.
• Review and approve weekly, monthly, quarterly, and annual payroll filings and payments.
• Oversee year-end payroll activities, including W-2 preparation, reconciliation, and distribution.
• Coordinate with internal and external auditors and support payroll-related audits and compliance requests.
• Ensure proper payroll allocations, job costing, and labor reporting accuracy to support financial reporting and operational decision-making.
Leadership & Team Development
• Lead, mentor, and develop Payroll Administrators by establishing clear expectations, performance goals, accountability measures, and professional development plans.
• Build a cross-trained payroll team capable of maintaining continuity during planned and unplanned absences.
• Foster a culture of collaboration, accountability, customer service, and continuous improvement.
• Provide coaching, training, and regular feedback to improve individual and team performance.
• Establish, monitor, and communicate payroll key performance indicators (KPIs) related to accuracy, timeliness, efficiency, and service levels.
Process Improvement & Systems Leadership
• Serve as the payroll process owner by identifying opportunities to simplify, standardize, automate, and improve payroll workflows.
• Maximize the capabilities of the ERP, and other payroll-related systems to improve efficiency, reporting, and accuracy.
• Identify, evaluate, and implement technology solutions and automation opportunities.
• Develop, maintain, and continuously improve payroll standard operating procedures and training documentation.
• Analyze payroll trends, metrics, and reporting to identify improvement opportunities.
• Partner with Information Technology, Human Resources, Accounting, and Operations on system enhancements, integrations, and process changes.
Business Partnership & Communication
• Build strong working relationships with employees, supervisors, project managers, operations leaders, and executive management to resolve payroll issues and improve communication.
• Serve as the primary escalation point for complex payroll questions and issues.
• Communicate payroll process changes, compliance updates, and policy requirements to appropriate stakeholders.
• Provide payroll analysis, reporting, and insights to support business decisions and workforce planning.

Supervisory Responsibility
Direct supervision, coaching, and development of Payroll Administrators. Responsible for the overall performance, effectiveness, and strategic direction of the payroll function.
Required Qualifications:
Required Education and Experience
• Associate's degree in accounting, Finance, Business Administration, Human Resources, or a related field; or an equivalent combination of education and progressively responsible payroll experience.
• Minimum of seven years of progressive payroll experience, including responsibility for complex payroll processes and/or payroll team leadership.
• Experience processing payroll in a complex multi-company environment.
• Strong knowledge of payroll tax regulations, wage and hour laws, garnishments, and payroll compliance requirements.
• Experience managing payroll in union and non-union environments, including collective bargaining agreement administration.
• Experience with prevailing wage and certified payroll reporting.
• Experience with payroll systems and technology, preferably Viewpoint Vista.
• Demonstrated ability to lead teams, improve processes, implement controls, and drive operational efficiency.
Preferred Education and Experience
• Bachelor's degree in accounting, Finance, Business Administration, Human Resources, or a related field.
• Certified Payroll Professional (CPP) designation.
• Experience in construction, materials, heavy civil, or related industries.
• Experience with payroll system implementations, process automation, or major technology upgrades.
• Experience supporting organizations with multiple legal entities, diverse labor groups, and complex payroll reporting requirements.
Work Environment
This position operates primarily in an office environment and routinely uses standard office equipment including computers, telephones, printers, and other office technology.
Physical Demands
The physical demands described here are representative of those required to successfully perform the essential functions of this position. The employee is regularly required to communicate, remain in a stationary position, and operate office equipment. Occasional movement of materials weighing up to 25 pounds may be required.
Compensation:Competitive wage commensurate with experience. Excellent benefit package including company paid health, dental and vision insurance with a company-funded retirement plan.
Salary Range $100,000 - $120,000
Actual compensation may vary based on factors such as related work experience, market conditions, education/training, certifications and other credentials, overtime when applicable, as well as applicable knowledge and skills.
