The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. The Department of Probation is seeking to hire a Payroll Director who will oversee the Department's payroll operations and provide leadership to the Payroll unit. The Director is responsible for ensuring the accurate and timely administration of payroll, compliance with applicable rules, regulations, and collective bargaining agreements, and alignment with citywide payroll policies and procedures. The position serves as a key liaison with oversight agencies and internal stakeholders while supervising staff and supporting the Department's operational and financial objectives. The duties and responsibilities of this position include, but are not limited to, the following:

- Provide strategic leadership and oversight for the Payroll unit.
- Direct and manage staff responsible for the preparation, auditing, and processing of biweekly payroll to ensure accuracy, compliance, and adherence to city payroll deadlines.
- Oversee payroll audits to ensure transactions, deductions, and adjustments are processed in accordance with city policies and internal controls.
- Interpret and apply collective bargaining agreements and payroll regulations
- Implement and ensure adherence to payroll best practices, procedures, and user service guidelines issued by the Office of Payroll Administration, the Office of Labor Relations, and NYCAPS Central.
- Serve as liaison between the Department and citywide entities including the Office of Payroll Administration, the Office of Labor Relations, NYCAPS Central user community groups, and other interagency committees as required.
- Coordinate and review CityTime and payroll system transactions, including deductions, time entries, and pay adjustments, to ensure accuracy and compliance with policy.
- Prepare ad hoc payroll reports, data analyses, and spreadsheets related to payroll operations.
- Draft correspondence and documentation in response to payroll inquiries and policy interpretation requests.
- Supervise and guide staff performing payroll, audit, and related operational functions.
- Respond to external inquiries and provide source documentation to oversight agencies.
- Represent the Department and testify at hearings related to payroll matters when required.
- Perform related assignments or special projects as required.

ADM MANAGER-NON-MGRL FRM M1/M2 - 1002C

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
