About the Role:

The Payroll and HR Manager is responsible for overseeing all payroll functions while managing organization's human resource operations. This role ensures employees are paid accurately and on time, maintains compliance with federal, state, and local employment laws, and supports recruitment, employee relations, benefits administration, performance management, and HR policy development.

Minimum Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field.
  • Minimum of 5 years of experience managing payroll and HR functions in a professional setting.
  • Strong knowledge of payroll systems, HRIS software, and labor laws applicable in the United States.
  • Proven ability to handle confidential information with discretion and professionalism.
  • Excellent organizational, communication, and interpersonal skills.

Preferred Qualifications:
  • Professional certification such as PHR, SHRM-CP, or CPP (Certified Payroll Professional).
  • Experience working within the Construction or Staffing industries.
  • Familiarity with advanced payroll software and automated HR management tools.
  • Demonstrated success in process improvement and change management initiatives.
  • Experience managing a team or leading cross-functional projects.

Payroll Administration:

  • Manage the process weekly payroll accurately and on schedule.
  • Maintain payroll records, employee earnings, deductions, taxes, and direct deposit information.
  • Ensure compliance with federal, state, and local payroll tax obligations.
  • Manage the process of new hire, employee terminations, promotions, and compensation changes.
  • Manage the process certified payroll reports.
  • Reconcile payroll reports and resolve payroll discrepancies.
  • Collect and summarize timekeeping/timecard information. Resolve any discrepancies.
  • Answering questions and concerns regarding payroll from employees and branches


Human Resource Management:

  • Maintain employee personnel files and HR information systems.
  • Administer employee benefit programs, including health insurance, retirement plans, and leave programs.
  • Ensure compliance with employment laws and organizational policies
  • Develop and update employee handbooks, policies and procedures.
  • Manage employee performance evaluation progresses.
  • Handle employee relations matters, including conflict resolution and disciplinary actions.
  • Coordinate training and professional development programs.


Compliance and Reporting:

  • Ensure compliance with labor laws, wage and hour regulations, and employment standards.
  • Prepare HR and payroll reports for leadership and regulatory agencies.

  • Monitor changes in employment legislation and recommend policy updates.
  • Assist with internal and external audits.
