Full Job Description
We are seeking a Partner Manager, Network Investments to drive the development of digital infrastructure strategies for terrestrial investments. You will work on optimizing Meta's network infrastructure to meet accelerating capacity demand in support of one of the world's largest platforms. As a Partner Manager, you will collaborate closely with a broad Meta cross-functional team to help evaluate and recommend strategies utilizing financial, operating and economic models. This role requires a strong background in strategy development, financial analysis, telecom, investment decision-making and data analytics. An ideal person for this role is a strategic, analytically-rigorous thinker with experience in telecoms and developing digital solutions using analytics and who thrives in fast-paced, ambiguous and cross-functional environments. This position is full time and based in our Menlo Park office [remote possible].

Responsibilities

Influence through data-driven insights the development of optimized networks to meet long-term reliability, scalability and efficiency goals
• Conduct detailed supplier and emerging technology analyses of a terrestrial network landscape to inform infrastructure investments and sourcing strategies
• Drive recommendations based on data-driven insights, financial/cost modeling, and risk assessments
• Collaborate with external partners, including vendors, to drive strategic outcomes
• Work with engineering, planning, legal, and other cross-functional teams to align on network demand requirements, sourcing strategies and investment recommendations
• Identify opportunities to innovate within the space, driving efficiency and scalability for Meta's network operations
• Develop and deliver high-impact presentations, strategic roadmaps, and executive reports to convey complex network strategies and recommendations with clarity and precision
• Excellent written and verbal communication skills, and experience creating and delivering to senior audiences
• Ability to travel up to [30%] of time

Minimum Qualifications
• Bachelor's degree in Computer Science, Computer Engineering, relevant technical field, or equivalent practical experience
• Bachelor's degree (or relevant experience) in telecommunications, business administration, finance, engineering, or a related field, or equivalent practical experience
• Minimum of 8 years of experience in consulting, or strategic planning with telecommunications or infrastructure focus
• Background in financial modeling, ROI analysis, and investment assessment
• Experience analyzing market and technical data into strategic plans
• Experience with analytical/visualization tools (e.g. Tableau, GIS/mapping) and coding skills (e.g. SQL, Python)
• Experience with due-diligence of large-scale infrastructure projects (e.g Fiberco, co-build)
• Experience with telecommunication or other large network / data center development, operations, and maintenance

Preferred Qualifications
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Track record of contributing to multi-year infrastructure investment roadmaps in a large-scale internet or cloud networking environment
• Experience developing automation or data pipelines to support network investment analysis using Python or similar scripting languages
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Experience with network simulation, traffic modeling, or capacity forecasting tools used in hyperscale or carrier-grade environments
