About the DivisionThe Business Resources Division (BRD) within DESprovides a number of services to state agencies, local governments, and non-profit organizations. Services provided by the division include Print and Mail, Fleet Operations, Management Staff, and Surplus Operations.

About this OpportunityThe
Outgoing Mail Manager (OMM) reports to the Print and Mail Program Manager and oversees the Outgoing sections within Print and Mail. The incumbent will be responsible for the timely, accurate, and efficient processing of outgoing mail on behalf of state government. The OMM will plan, lead, organize, and control the work performed by the Outgoing Mail sections. These sections are comprised of four functional units, which operate during multiple shifts, seven days per week.
This position is accountable for delivering exceptional mail services; reduce the overall cost of government; and set a standard for continuous improvement. The OMM will be responsible for financial activities and management of the outgoing production/billing system, customer service, staff training, performance leadership, vendor negotiation/utilization, client presentations, innovation and accountability. You will interpret regulation and recommend implementation of statewide policies, which provide for timely and effective service, as mandated by legislature. The selected candidate will also be expected to be well informed of industry trends and technological advancements that could potentially navigate the direction of mail handling within state government.
This position has been designated as critical under the Print and Mail Continuity of Operations Plans (COOP) and Critical Positions. The incumbent in this role is directly responsible for delivery of vital mail services for Washington State Government. During a recognized emergency, the duties may be different from normal duties, and will be temporary in nature, lasting only as long as necessary to resume normal operations. You may be required to perform the following during a recognized emergency/disaster:
1) Report for duty on short notice for a specified timeframe
2) Report for duty outside of normally scheduled work hours and workdays
3) Report to duty station that is different from the official duty station
4) Perform work tasks outside the normal scope of duties reflected in this PDF

DutiesSome of the responsibilities and expectations of the OMM include:- Develop and monitor the Outgoing sections' biennial budgets
- Ensure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities
- Set goals, provide direction, and maintain the quality, continuous improvement, and customer service focus, support effective communications throughout the organization
- Manage the Outgoing billing system to ensure accurate agency accounting; analyze new technology for cost effectiveness; provide guidance to ensure correct and cost-effective mail submission to the United States Postal Service for over 100 state agencies
- This OMM supervisory role supports 5 direct reports and will also have responsibility and oversight for two sections within the program to include an additional 32 FTE's, which consist of full-time, part-time, permanent, non-permanent, represented and non-represented employees

QualificationsRequired Qualifications- Bachelor's degree in business administration, public administration, or a related field
AND five (5) years of demonstrated knowledge and experience in production, customer service, planning, financial, and project management
OR - Any combination of relevant education and/or professional experience in production, customer service, planning, financial, and project management totaling ten (10) years
AND five (5) years supervisory experience (experience may be gained concurrent)
Special Requirements- Must possess current valid driver's license free from serious traffic violations
- Mail Piece Quality Awareness certification. If an employee is not MPQA certified upon hire, the hiring manager/supervisor may allow up to twelve months in order to attain certification.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
