ORS Manager 2 to join the Office of Unemployment Insurance. This position will manage staff, plan, and evaluate the remittance and workflow activities with the Project and HiRE Management Offices (PMO and HMO).
Office of Unemployment Insurance Administration (OUIA) Overview:
OUIA oversees Louisiana's Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.
Minimum QualificationsSeven years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR
Six years of full-time experience in any field plus four years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR
A bachelor's degree plus four years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR
An advanced degree in any field or a Juris Doctorate plus three years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties:
• Accomplishes Staff Results by: communicating job expectations, planning, monitoring, and appraising job results; coaching, counseling, and recommending discipline of employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
• Project Management: Utilize project management (PM) skills to manage all IT and non-IT assigned projects. This activity will include the utilization of appropriate PM software, assigning tasks, deadlines, resource allocations, identifying responsible parties, and tracking all activities.
• Knowledge Base: Obtains and maintains a detailed knowledge of all federal and state policies and regulations that relate to the UI program.
• User Acceptance Testing (UAT): Creates formal written test plans to capture all conditions necessary to test all aspects of requirements identified in the BRD. Incumbent may conduct actual testing or manage the testing process of all subject matter experts (SMEs).
• Accomplishes Section Objectives by: managing the processing of all UI forms/documents and placement in workflow system according to operating procedures; evaluating work results; enforcing productivity standards; analyzing productivity problems; initiating audits; providing reconciliation and claim processing resources; identifying new technology; maintaining confidentiality systems and controls.
• Other duties as assigned

Appointment Type: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
