DescriptionPosition Purpose and ObjectivesThe Organizational Development Specialist supports the development, coordination, facilitation, and administration of company-wide training, organizational development, and process improvement initiatives. This position assists with training needs assessments, skills gap analysis, workforce development strategies, business process improvement efforts, compliance and regulatory training requirements, and organizational effectiveness projects. The role also provides general support for Human Resources (HR) activities, including employee file management, recordkeeping, reporting, and administration of HR programs and initiatives.
Essential Job Functions:Training, Learning, and Organizational Development
- Coordinates and supports organization-wide learning, development, onboarding, leadership development, employee engagement, process improvement, and workforce development initiatives that align with business objectives and organizational needs.
- Partners with leaders and departments to assess skills gaps, training needs, workforce capabilities, and development opportunities, recommending and implementing appropriate learning and organizational development solutions.
- Facilitates or supports training programs, workshops, process improvement initiatives, and organizational effectiveness activities that enhance employee performance, engagement, operational efficiency, and service quality.
- Develops, maintains, and coordinates training resources, materials, communications, learning content, and external vendor relationships to support organizational learning and development programs.
- Promotes a culture of continuous learning, accountability, collaboration, employee involvement, and professional growth through development programs, career pathing, competency development, succession planning, and workforce planning initiatives.
- Supports organizational change management, continuous improvement efforts, and the communication and implementation of initiatives that advance organizational effectiveness.
Compliance and Training Administration
- Tracks and maintains records for required compliance, safety, operational, regulatory, and organizational training programs, ensuring timely completion and audit readiness.
- Monitors training participation, completion status, and compliance requirements, and follows up as necessary to support regulatory and organizational standards.
- Evaluates and reports on training effectiveness, compliance completion, skill development, and learning outcomes, using data and feedback to recommend continuous improvements.
- Assists in the review, development, and maintenance of training content and learning materials to ensure alignment with current regulations, organizational requirements, and industry best practices.
Human Resources Support
- Provides support for HR programs, projects, employee communications, and departmental initiatives
- Assists with onboarding activities, including orientation, training, forms, and related documentation.
- Assists with employee engagement, recognition programs, events, and internal communications.
- Provides administrative support for HR initiatives, including scheduling, material preparation, documentation, and action-item tracking.
- Responds to routine employee and supervisor inquiries and refers issues to appropriate HR team members as needed.
- Supports recruitment, benefits, compensation, employee relations, policy administration, and other HR functions as assigned.
- Maintains accurate and confidential employee records, training documentation, certifications, licenses, acknowledgments, and HR files in accordance with legal, regulatory, and organizational requirements.
- Conducts file audits, record updates, electronic filing, and document retention activities.
- Prepares records and documentation for audits, compliance reviews, reporting, and internal requests.
- Maintains confidentiality and handles sensitive information with discretion and professionalism.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
- Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.
Minimum Qualifications: Associate degree in Human Resources, Business Administration, Organizational Development, Education, Communications, or a related field; or an equivalent combination of education and relevant experience.
AND a minimum of two (2) years' experience coordinating or facilitating employee training programs.
AND experience maintaining confidential records, coordinating projects, and communicating with employees across multiple organizational levels, administrative HR functions, or related business operations.
Senior Organizational Development Specialist
AND a minimum of five (5) years' experience supporting Human Resources, with training coordination, training facilitation, and employee development.
Preferred Qualification:Bachelor's degree in human resources, organizational development, business administration, education, or a related field.
Experience with learning management systems, HRIS platforms, or electronic document management systems.
Experience supporting compliance training, audit documentation, or regulatory recordkeeping.
SHRM-CP, PHR, CPTD, or other HR/training-related certification
Licenses and Other Requirements: Must possess a valid driver's license or the ability to obtain one upon hire.
Supervision Received and Exercised:No supervisory responsibilities.
Organizational Development Specialist
Receives general supervision from the Human Resources Director and guidance from the Senior Vice President and Chief Human Resources Officer.
Senior Organizational Development Specialist
Receives limited supervision from the Human Resources Director and guidance from the Senior Vice President and Chief Human Resources Officer.

Discretion/Latitude: Organizational Development Specialist

Senior Organizational Development Specialist
Decisions made with understanding of procedures and company policies to achieve set results and deadlines. Responsible for setting own project deadlines to meet company objectives.
Impact: Errors in judgment may cause short-term impacts on teams and the organization.
Liaison: Will work cross-functionally across the organization and directly with departments and training vendors.
Knowledge, Skills, and Abilities Required: - Knowledge of general Human Resources practices, employee training methods, and organizational development principles.
- Knowledge of training coordination, facilitation techniques, learning management systems, and adult learning concepts.
- Knowledge of compliance training recordkeeping, documentation standards, and audit preparation practices.
- Knowledge of process improvement methodologies, workflow analysis, and continuous improvement principles.
- Knowledge of organizational development, change management, employee development, employee engagement, and organizational effectiveness practices.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
- Ability to coordinate multiple training programs, deadlines, projects, and administrative priorities simultaneously.
- Ability to conduct research, gather information, analyze data, and summarize findings in a clear and organized manner.
- Ability to assist with skills gap analysis, training needs assessments, and workforce development planning.
- Ability to communicate effectively with employees, supervisors, managers, vendors, and members of the HR team.
- Ability to facilitate training sessions and present information in a professional, clear, and engaging manner.
- Ability to prepare accurate reports, presentations, tracking documents, and training materials.

Essential Physical and Mental Demands: Ability to sit, stand, walk, talk, hear, and use hands to operate office equipment.

Working Conditions: This job is generally performed in an office building at normal temperature ranges ninety percent (90%) of the time. The noise level is consistently between fifty and sixty decibels (50- 60 dB), which is normal for conversation. May require occasional travel to company locations or training sites. May require occasional schedule adjustments to support training sessions, employee meetings, or company events.

Typical Hiring Range:Specialist: $78,200 - $87,200 annually. Position is within a grade with a maximum of $96,340Senior Specialist: $91,300 - $101,830 annually.
