Position Overview:

The Illinois Department of Transportation seeks to hire a Transportation Public Service Administrator to serve as the Organizational Analysis & Compensation Manager for the department. This position is responsible for the development and administration of programs and policies regarding the classification of departmental professional/technical jobs; technical salary administration; organizational analysis; and position description preparation/review/processing for both technical and code positions.

Essential Functions

  • Subject to management approval, serves as the Organizational Analysis & Compensation Manager for the Illinois Department of Transportation (IDOT). Develops the goals and objectives of the classification program and the compensation program; evaluates operational effectiveness concerning the classification of IDOT professional/technical jobs, organizational analysis, position description preparation/review for technical and code positions and the technical salary administration for IDOT.
  • Develops and administers policies to provide an equitable technical salary structure for the department and advises on all compensation matters.
  • Serves as full-line supervisor.
  • Provides interpretations for department staff of Personnel and Departmental Rules, Regulations and policies for salary and classification operations.
  • Directs the analysis of compensation policies, market surveys, research of best practices in compensation, cost analysis and models of proposed negotiated economic items, salary range studies for internal inequity adjustments, data analysis involving multiple factors in support of management operations or improvements thereof.
  • Performs special projects on various personnel issues for the Bureau Chief, frequently of a highly sensitive and confidential nature.
  • Performs other duties as required or assigned which are reasonably within the scope for the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.


Preferred Qualifications

  • Prefers two (2) years of experience in classifying positions performing job classification functions in a state or federal agency.
  • Prefers two (2) years of professional experience with Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, collective bargaining agreements, and other related human resources policies, procedures, processes, and their application to the field of position classification.
  • Prefers two (2) years of experience in salary administration.
  • Prefers two (2) years of supervisory experience.
