The Opportunity:
The Global Combat Support System-Marine Corps (GCSS-MC) program is a mission-critical SaaS transformation initiative modernizing the U.S. Marine Corps' logistics and financial management operations through Oracle Fusion Cloud. This program directly supports fiscal accountability and operational readiness by ensuring financial data integrity, compliance, and reporting across the USMC enterprise.
Position Summary. CACI is seeking a Fusion Financial Architect to lead the design, configuration, and solution architecture of Oracle Fusion Financials in support of GCSS-MC. This role requires a seasoned architect who can translate complex federal financial management requirements into scalable Fusion Cloud solutions — spanning General Ledger, Fixed Assets, and Federal Financial compliance (including Budgetary Control and USSGL reporting). You will serve as the technical authority ensuring financial architecture aligns with DoD fiscal standards and audit readiness.

Responsibilities:
•Architect end-to-end Oracle Fusion Financials solutions: General Ledger, Fixed Assets, Subledger Accounting
•Design and configure Federal Financial Management capabilities, including Budgetary Control, USSGL mapping, and fund accounting
•Lead solution design sessions with USMC financial stakeholders to translate federal accounting requirements into Fusion configurations
•Oversee data conversion strategy using FBDI/HDL for financial data migration
•Design OTBI/BI Publisher/Smart View reporting solutions for financial KPIs and audit trails
•Ensure architecture supports DoD financial compliance (FISCAM, DCAA, audit readiness)
•Guide integration architecture between Fusion Financials, SCM and Project Portfolio modules
•Provide technical leadership and mentorship to financial functional/technical teams
• Support SIT/UAT testing cycles and resolve complex financial configuration defects
•Document financial architecture decisions, data flows, and system specifications

Qualifications:

Required:
•Bachelor's degree in Finance, Accounting, IT, or related field, or equivalent experience
•7+ years of Oracle Fusion Financials experience, with demonstrated architect-level solution design
•Proficiency in OTBI, BI Publisher, Smart View
•Hands-on experience with FBDI/HDL data conversion
•Must be eligible to pass a T3 background investigation
•U.S. Citizenship required

Desired:
•Active Secret clearance strongly preferred
•Oracle Cloud Financials certification
•Prior experience with federal/DoD financial systems (e.g., GCSS-MC, GFEBS, DEAMS)
•Experience with audit compliance frameworks (FISCAM, DCAA)
