Full Job Description
ITCON Services, LLC is seeking a highly skilled Mid/Senior Oracle Forms & Reports Developer to support the design, development, enhancement, and maintenance of mission-critical federal applications. The ideal candidate will have strong experience with Oracle Forms, Oracle Reports, Oracle Database development, and Java technologies in a federal government environment. This role requires expertise in legacy modernization, application support, database programming, and collaboration with cross-functional teams in an Agile environment.

Must work on-site in our Vienna, VA Headquarters 4 days a week and 1 day remote.

Job Responsibilities Include:
  • Design, develop, enhance, and maintain Oracle Forms and Oracle Reports applications.
  • Develop and optimize Oracle PL/SQL packages, procedures, functions, and triggers.
  • Support Oracle database design, performance tuning, and troubleshooting activities.
  • Develop and maintain Java-based components, integrations, and web applications.
  • Analyze business and functional requirements and translate them into technical solutions.
  • Perform application debugging, defect resolution, and production support.
  • Support modernization and migration initiatives involving Oracle legacy systems.
  • Collaborate with Business Analysts, QA teams, DBAs, project managers, and federal stakeholders.
  • Participate in code reviews, system testing, deployment activities, and documentation.
  • Ensure compliance with federal security, accessibility, and development standards.
  • Prepare technical design documents, release notes, and operational documentation.
  • Support Agile/Scrum ceremonies and contribute to sprint planning and estimation activities.

Required Skills and Qualifications:
  • Applicants must be permanent residents or citizens of the United States and be clearable for a Public Trust clearance with the U.S. Government.
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.
  • 5-10+ years of experience developing Oracle Forms and Oracle Reports applications.
  • Strong hands-on experience with Oracle Database development and PL/SQL programming.
  • Experience with Oracle Forms 10g/11g/12c and Oracle Reports.
  • Experience developing Java/J2EE applications and integrations.
  • Experience with version control tools such as Git, SVN, or similar.
  • Experience supporting applications in a federal government environment.
  • Strong understanding of SDLC, Agile methodologies, and software engineering best practices.
  • Excellent analytical, communication, and problem-solving skills.
  • Ability to communicate and present complex technical concepts and analysis to technical and non-technical audiences.
  • Strong oral and written communication skills.
  • Demonstrated attention to detail.
  • Proven time management skills to ensure tasks and documents are delivered according to schedule.
  • Self-motivated and thrives in a team environment.

Desired Skills and Qualifications:
  • Oracle certifications (Oracle Database, PL/SQL Developer, Java Programmer, etc.) preferred.
  • Prior experience supporting federal agencies.
  • Experience with Jira, Confluence, and Azure DevOps.
