Job Summary

We are currently seeking an Operations Research Analyst SME. This position is a full-time opportunity located in the greater Washington, DC area.

Battelle's Infrastructure Safety and Security (ISS) business is pursuing a high-profile support program for a Department of Homeland Security (DHS) client. The scope of this program includes a full spectrum of research, development, test, and evaluation (RDT&E) support. As we prepare for this opportunity, we are actively recruiting highly qualified candidates for anticipated roles.

The Operations Research Analyst SME will serve as a subject matter expert, providing senior-level advisory support on T&E processes, acquisition documentation, and program management to DHS clients. This role requires deep expertise in test and evaluation policy, program documentation, and operational analysis to support milestone decision-making at the highest levels.

Responsibilities

As an Operations Research Analyst SME, the selected individual will serve as a senior subject matter expert supporting DHS T&E and acquisition programs. Responsibilities may include:

  • Collaborating with Directors and test teams to develop and revise test reports, selecting and analyzing data from all test phases to assess Critical Operating Issues, systems under test, and related systems in realistic operational scenarios
  • Reviewing, editing, and advising on a wide range of program T&E and acquisition documents, including Operational Requirements Documents, Acquisition Strategies, Program Management Baselines/Plans, T&E strategies, Test Plans, TEMPs, test and system evaluation reports, LOAs, AoAs, and similar documents
  • Reviewing and commenting on program T&E documents and providing authoritative advisory guidance to government decision-makers
  • Helping develop and update internal and external T&E processes and policy documents to align with DHS directives and acquisition policy, ensuring decision-makers have sufficient T&E information for milestone decisions
  • Reviewing T&E processes and recommending improvements to program management and T&E execution, including internal process guides, best practices, and document workflows, using research of government and industry T&E and acquisition sources
  • Communicating findings and recommendations effectively in written and verbal formats to diverse stakeholders, including senior government personnel

Key Qualifications

  • Master's degree or equivalent credits/certifications with 20+ years of relevant experience
  • DHS T&E Level 3, DAWIA T&E Practitioner Level 2/3, and/or CTEP (Certified Test and Evaluation Professional) certification
  • Proficiency in Microsoft Office tools, including Excel, PowerPoint, and Word
  • Proven ability to communicate effectively in both written and verbal formats with diverse stakeholders
  • Strong organizational skills and attention to detail, with demonstrated ability to manage multiple priorities independently
  • Active Secret clearance with ability to obtain DHS Suitability

Preferred Qualifications

  • Prior experience supporting DHS programs
  • Active DHS Suitability
  • Experience providing assistance with program planning and oversight, exercise development and execution, and program evaluation
  • Experience with system-level analysis, system integration support, and understanding of threats and vulnerabilities
  • Experience with technical assessment and evaluation to support government technical experts in applying acquisition efforts and RDT&E toward accomplishing the DHS mission

Compensation Data

Battelle is committed to fair and equitable compensation practices. The salary range for this role is $230,400 - $328,400 per year, in addition to our comprehensive benefits package. A candidate's salary is determined by various factors, including but not limited to education, relevant work experience, skills, and certifications. Salary ranges may vary based on geographic location and market conditions.
