Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - Fort Meade, Maryland.

Duties

Help

  • Lead testing and validation of proposed analytical methodologies, including their continuing refinement based on M and S results and lessons learned.
  • Develop and document conclusions and makes recommendations that have a major impact on management plans and decisions regarding force requirements definition, planning, and allocation.
  • Serve as an expert on use of modeling and simulation techniques to evaluate relationships that are part of anticipated cyberspace operations contingency, and to provide information useable in cyberspace operations planning and assessment.
  • Initiate and formulate plans and carries out project(s) through extensive and specialized original performance analyses and evaluations. Evaluates alternative COAs and makes recommendations based on sound scientific theory.
  • Develop models to test, analyze, and evaluate algorithms and other logic.
  • Analyze problems revealed by application of findings from prior studies and advises the supervisor and other reporting seniors of the feasibility of different approaches that provide improved bases for action or the solution to specific challenges.

  • TDY travel may be required up to 10% of the time.
  • This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operation Research Analyst:

Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by 1) Identifying courses of action to address the organizational requirements such as force management, planning, and allocation; 2) Utilizing mathematical, statistical, and/or operations research methods to solve new or complex problems; and 3) Developing statistical models to analyze data to meet command resourcing requirements.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
