The Operations Engineering Project Engineering Specialist (OPE) is responsible for the operational lifecycle of projects within the Marine, Power, or Space business units. This role serves as the primary bridge between Program Management and the production floor, ensuring all logistical, financial, and material requirements are met to allow for seamless assembly and integration. The OPE focuses on Operational Readiness-ensuring the right parts, space, and staffing levels are available to meet project milestones.

Essential Functions:

Operational Readiness & Planning
  • Lead Operational Readiness Review (ORR) meetings to evaluate and validate the readiness of a project to enter the production phase.
  • Evaluate supply chain needs and procurement schedules to ensure necessary components are available for the Assembly and Integration teams.
  • Assess physical space and facility requirements for each project, ensuring test sites are properly housed and configured.
  • Coordinate with Planning, Program Management, Engineering, Quality, and Supply Chain to resolve production readiness issues before they impact the master schedule.

Financial & Resource Strategy
  • Evaluate and provide staffing forecasts required to execute projects from an operational perspective.
  • Provide expert input on manufacturing elements for cost proposals and participate in capital planning discussions to support new equipment installations or facility layout changes.
  • Monitor and report project performance and metrics using Earned Value Management (EVM), Cost Account Manager (CAM), and Estimate at Completion (EAC) techniques.
  • Proactively identify and execute cost savings opportunities on projects to improve operational margins.

Project Coordination & Communication
  • Manage time-sensitive project setup requirements and deliverables in collaboration with cross-functional teams.
  • Serve as the operational point of contact for internal and external stakeholders regarding project readiness.
  • Provide timely updates on operational risks, procurement bottlenecks, and recovery plans to leadership.


Qualifications:
  • Degree or diploma in Operations Management, Business, Engineering, or a related field.
  • 5+ years of experience in project management or operations within a complex manufacturing environment.
  • Proficient in French and English.

Preferred Additional Skills:
  • Familiarity with high-variety, low-volume project-based manufacturing and Operational Readiness frameworks.
  • Proven ability to manage and prioritize conflicting objectives in a matrixed team environment.
  • Experience with Infor LN (ERP) or similar systems is considered a strong asset.
  • Familiarity with Deltek Cobra is considered a strong asset.


Eligibility Criteria:
  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance;
