The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying high quality drinking water, collecting and treating wastewater, and reducing pollution. The Bureau of Customer Services (BCS) supports this mission through metering, billing, customer engagement, and service operations.

The Bureau of Customer Services (BCS) oversees the production and collection of water and wastewater bills along with all the work required to maintain our citywide network of meters and meter reading devices. Bureau of Customer Services serves approximately 836,000 customers and generates more than $4 billion of revenue annually.

Bureau of Customer Services' Metering Operations division manages the City's metering infrastructure, including installations, maintenance programs, contractor oversight, inventory management, and customer communications. The bureau is seeking a highly motivated Operations Planning and Performance Advisor to provide analytical and operational support to the Executive Director of Metering Operations.

The selected candidate will assist with work planning, inventory tracking, procurement support, contract documentation, and overtime monitoring. The role requires excellent analytical skills, strong communication abilities, and the capacity to coordinate across units and manage multiple priorities.

Responsibilities
-Analyze metering and operational data to support workforce planning, scheduling, and performance metrics.
-Prepare reports, summaries, and dashboards for management review.
-Track procurement actions, assist with contract scopes, and assemble supporting documentation
-Support inventory oversight by tracking stock levels, usage trends, and materials needs.
-Monitor overtime usage, prepare summaries, and identify patterns.
-Coordinate project timelines, maintain trackers, and follow up on outstanding items.
-Draft and edit internal communications, memos, and documentation as required.
-Perform related administrative and analytical tasks to support metering operations.

Preferred Skills
-Strong analytical, organizational, and problem solving skills.
-Experience with data analysis and reporting tools (e.g., Excel).
-Familiarity with procurement processes or contract development.
-Strong writing and communication abilities.
-Ability to manage multiple deadlines in a fast-paced environment.

ADMINISTRATIVE STAFF ANALYST ( - 1002D

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
