Operations Manager to oversee day-to-day operations for U.S. military construction projects across Guam and surrounding regions.
This role is critical in ensuring operational excellence across cost, schedule, safety, and quality. You will partner closely with project teams, joint venture partners, and senior leadership to drive performance, resolve challenges, and support strategic decision-making. This role will be based in Guam, require on-site presence, and report to the President of Guam Operations.
Key Responsibilities- Lead project financial performance, including budget oversight, cost tracking, forecasting, and variance analysis
- Monitor and drive construction schedules and progress, developing and implementing recovery plans as needed
- Oversee safety performance management by consolidating site data, reviewing incident reports, and ensuring timely corrective actions and leadership communication
- Identify and address design changes, technical challenges, and quality risks, partnering with QC teams to implement compliant solutions
- Coordinate closely with JV partners, subcontractors, suppliers, and field teams to ensure alignment on resource planning, sequencing, and scope delivery
- Conduct regular site visits and field observations to verify work progress, productivity, and adherence to safety and quality standards
- Prepare and consolidate operational reporting (cost, schedule, safety, quality, and risk) to support executive decision-making
- Build and maintain strong partner relationships, contributing to future pursuits and recommending JV strategies and team structures
- Lead team performance management, including coaching, training, and development to drive accountability and continuous improvement
Education & Work Experience- Bachelor's degree in Construction Management, Civil Engineering, or a related field
- 15+ years of experience in construction operations or project management, including 10+ years in a leadership role
- Strong knowledge of construction methods, scheduling, cost control, safety, and quality management
- Proven ability to read and interpret technical drawings, specifications, and contract documents
- Experience managing and coordinating subcontractors, suppliers, and field teams in active construction environments
- Proficiency with construction scheduling/reporting tools and Microsoft Office Suite (Excel, Word, Outlook, PowerPoint)
- Valid U.S. driver's license with a satisfactory driving record (or minimum 5 years of safe driving history for international candidates)
- Ability to pass background checks required for access to U.S. military facilities
- Excellent communication, interpersonal, and stakeholder management skills
Preferred Qualifications/Skills- Experience working on U.S. Department of Defense (DoD) projects (e.g., NAVFAC, USACE)
