DEFINITION Under general direction, plans, organizes, manages, and evaluates District operations programs and field activities. Supervises assigned operational staff and supervisors. Allocates resources, coordinates staffing, and oversees day-to-day operational priorities. Participates in budget development, program analysis, reporting, and procedure development.; Coordinates complex operational and public health response activities. Ensures compliance with applicable regulations, policies, and District priorities. Provides technical and operational recommendations to executive management. Performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISEDReceives administration direction from Assistant District Manager and District Manager. Exercises direct supervision over professional, technical and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICSThis is a management-level classification responsible for planning, organizing, directing, and evaluating multiple District operations programs and activities. The incumbent exercises broad discretion and independent judgment in the administration of operational programs, including resource allocation, staffing, budgeting, operational planning, emergency response coordination, program implementation, and personnel management through subordinate supervisors and staff. The position serves as the District's senior operational manager and is responsible for ensuring the efficient and effective delivery of operational services consistent with District goals, policies, and regulatory requirements.
The Operations Manager develops recommendations regarding operational priorities, program improvements, budget needs, staffing levels, performance measures, and operational strategies, and provides technical and operational expertise to executive management. The incumbent independently resolves complex operational issues affecting multiple programs and directs operational response activities during public health emergencies and other critical events. Matters involving District-wide policy, long-range strategic direction, contract execution, major disciplinary actions, and final budget approval are referred to higher-level management.
An employee in this classification may be assigned responsibility for the management and coordination of one or more operational programs or functions based on District needs at the time of appointment.
This position is designated as exempt from overtime provisions of the Fair Labor Standards Act (FLSA) and serves at the will of the District. Employment may be terminated by either the employee or the District at any time, with or without cause or advance notice, subject to applicable law.
Essential Functions - Expectations: Maintains effective relations with the Board of Trustees and District staff. - Directs day-to-day operations of multiple operational programs and field activities. Establishes operational priorities. Allocates personnel, equipment, and other resources. - Plans, organizes, directs, and evaluates the work of supervisory, professional, technical, and seasonal staff. Participate in recruitment and selection activities. Provides leadership, coaching, mentoring, and performance management. Ensures staff are appropriately assigned and developed to meet operational objectives.
- Plans, assigns, prioritizes schedules, and reviews work. Coordinates staffing coverage, shift assignments, overtime, and leave.; Monitors attendance.

- Manages employee relations matters in coordination with Human Resources, including performance management, investigations, corrective action, workforce planning, and organizational development initiatives.
- Leads program planning and implementation consistent with District priorities and approved work plans. Oversees existing programs and participates in refinement and development of new or emerging program activities as practices and trends evolve.
- Develops, reviews, approves, and implements operational procedures, protocols, standards, workflows, and standard operating procedures. Evaluates operational effectiveness. Ensures supporting documentation is maintained. Recommends modifications to improve efficiency, consistency, safety, service delivery, and regulatory compliance.
- Conducts operational reviews and program analyses. Evaluates service delivery, staffing utilization, resource effectiveness, and performance outcomes. Develops recommendations regarding operational goals, priorities, performance measures, and service improvements. Prepares management reports and recommendations.
- Develop operational budget requests and support justifications. Evaluates resource and funding needs. Monitors expenditures. Authorizes purchases within delegated authority. Provides recommendations concerning operational capital and equipment investments.
- Monitors contractor performance and vendor services. Manage operational relationships with contractors, vendors, and service providers. Evaluates operational needs and provides recommendations regarding contractual services, equipment, technology, and program resources.
- Serves as the District's principal operational representative with governmental agencies, law enforcement, contractors, vendors, neighboring vector control agencies, and other stakeholders regarding operational activities, response coordination, regulatory matters, and technical issues.
- Directs operational response activities involving vector borne disease incidents, elevated area responses, public health emergencies, and other critical operational events. Coordinates staffing, equipment, treatment resources, and interagency communication to ensure timely and effective response.
- Directs operational support activities involving facilities, fleet, equipment, and infrastructure necessary for effective service delivery.
- Coordinates environmental management regulatory compliance activities as assigned, including permit-related requirements, coordination with partner agencies, and facilitation of remediation and/or mitigation actions when needed.
- Maintains technical proficiency and awareness of emerging practices, technologies, and regulatory requirements relevant to the assigned program. Applies updates to program operations as appropriate.
- Coordinates and collaborates with other District departments (e.g., Scientific-Technical Services, Communications) to support training, data-driven recommendations, and response to media/public information needs.
- Stays current on developments in new Federal, State, and local regulations, best practices, technology, and regulatory changes to maintain technical skill and expertise.
- Provide assistance and information to the general public, other vector control agencies, and cities.
