The Opportunity:
Are you ready to lead high-impact Military Information Support Operations at the tip of the spear? As the Ops Manager for CACI’s Apollo J39 Support Program, you will lead Task Order execution, set the strategic vision for program delivery, and guide a talented team of contractor professionals. Your leadership will ensure quality, efficiency, and responsiveness across technical and operational lines of effort.

As the Operations Manager, you will lead a team of Information Operations (IO), Irregular Warfare (IW) and Military Information Support Operations (MISO) planners and analysts in support of U.S. Central Command (USCENTCOM) J39 and its strategic partners. This role requires a technical understanding of the tool suites as well as the end users, but more importantly, it is the center for a team that is rapidly developing the use of commercial, open source, and classified data to meet the objectives of the customer. You will enable operations through creativity and vision as you map the efforts to develop the future of analytics against a range of threats.

You will serve as CACI’s primary POC for all matters related to Task Order execution and provide overall leadership and guidance for contractor personnel assigned to the Task Order, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall Task performance. You will be responsible for the quality and efficiency of all assigned tasks, including technical issues and business processes.

You will work with the CACI Apollo PM to provide GSA/AAS Defense (formerly FEDSIM), USCENTCOM and its strategic partners with expert advice, planning, advisory, operational knowledge, and technical expertise that enables the effective integration of planning, analysis, experimentation, management, and concept testing to develop current and future capabilities that meet our client’s global operational challenges, resulting in the delivery of material and nonmaterial solutions for SOF and General Purpose Forces capabilities and mission requirements. You will collaborate across USCENTCOM, the DoD, commercial industry, and the academic space to identify and develop technology and capability enhancements informed by close collaboration and coordination with the labs, universities, agencies, and industry partners on the cutting edge of research and development.

Responsibilities:

  • Provide overall leadership and guidance for all contractor personnel assigned to the task order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall performance.

  • Responsible for the quality and efficiency of the task order, to include both technical issues and business processes.

  • Plan and provide program and project management support and the contractor personnel resources necessary to support the task order.

  • Manage and oversee all activities performed by contractor personnel, including subcontractors and teaming partners, to satisfy the requirements identified by the government.

  • Serve as a senior advisor to senior military and government leaders and staff at the client site.

  • Serve as technical SME for recruiting and assessing candidates for the program.

  • Commit CACI resources as needed to satisfy task order requirements.

  • Provide updates to the Functional Group Lead regularly.

  • Coordinate any modification and change request with the Functional Group Lead.

  • Advise and assist teammates on tasks.

  • Provide planning and analytical support.

  • Develop a vision for applying Big Data as opposed to a myopic view of OSINT, PAI, or any other military acronym focused on the unique data currently employed in marketing.

Qualifications:

Required:

  • Current Top Secret/Specialized Compartmented Information Security Clearance, willingness to submit to a Poly.

  • Must have in-depth experience working at a TSOC, CCMD, and Joint Task Force.

  • More than three years of specialized experience in military or IC compartmented or sensitive activities (IJSTO, SAP, ACCM, etc.).

  • Be deployable to the required theater of operations, usually conducting periodic travel within CONUS and four-month deployments to OCONUS locations.

  • You must possess the ability to effectively communicate both orally and in writing.

  • You will be able to provide daily feedback to the team lead and supported unit on product development.

  • Willing to work rotating shifts if needed

  • Associates degree and five years of experience or seven years of relevant work experience.

Desired:

  • More than three years of experience with SOF, SMU, Special or Technical Units of Federal, State or Local Law Enforcement.

  • Experience and in-depth knowledge of the Military Decision-Making Process (MDMP), to include mission analysis, COA development and CONOP approval briefings, D3A execution matrices, CONOP documents and FRAGOs.

  • Must be able to work independently with some government oversight and function effectively as part of a team in a joint working environment.
