Full Job Description
The Air Force Civilian Service (AFCS) is looking for a full-time Operations Management Chief (GG-0343-13) to work in the Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), JBSA-Lackland, AFB, TX. The primary purpose of this position is to serve as the Division Contracting Officer Representative (COR) for Advisory and Assistance Services (A&AS) staffing support contracts. Provides planning and direction, to nonsupervisory employees assigned/matrixed to the Operations Management Branch (HNC-DOX) at the Cryptologic and Cyber Systems Division. Responsible for interpreting and implementing policies, executing authorities, developing guidance, standards and processes for the Division's mission. This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. A non-disclosure agreement must be signed. • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. • Requires flexibility to work other than normal duty hours, which may include early mornings, evenings, weekends, and/or holidays. • Must demonstrate sound security practices for ensuring the safeguarding of classified information. • This position is a Life Cycle Logistics Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): • Comprehensive knowledge of the structure, functions, and missions of the Intelligence Community (IC), Department of Defense (DoD), and the supported command or organization. Expert ability to assess information and independently resolve complex issues, making informed recommendations and decisions relating to those efforts. • Knowledge of Contracting Officer Representative duties, the Contractor Performance Assessment Reporting System (CPARS), policies, entities, missions, surveillance, operations, capabilities, and requirements. Knowledge of the Defense Acquisition Workforce Improvement Act (DAWIA) and Acquisition Professional Development Programs (APDP) to establish, develop, and sustain a trained and certified acquisition workforce. • Expert skills in performing highly complex data analysis; demonstrated skill using data manipulation and extraction techniques to locate and access information with a personal computer and software programs. Knowledge of economic and financial analysis principles and techniques necessary to analyze historical and statistical data to evaluate the contractor's financial and technical capability on current and previous orders. Understanding of financial and resources allocation principles and techniques as they relate to long-range planning of programs and objectives. Ability to develop visualizations and dashboards that support strategic analysis, resource alignment, and risk mitigation. • Proven ability to assess organizational effectiveness, identify areas for development, and implement management strategies that improve workforce performance and alignment with strategic goals.
