Full Job Description
The Operations Lead is a critical leadership role responsible for overseeing day-to-day project operations and managing a hybrid global team consisting of six local Operations Specialists and three remote team members. This role ensures the seamless execution of administrative, financial, and logistical activities for Capital Expenditure (CAPEX) and Operational Expenditure (OPEX) projects. As a primary point of escalation, the Operations Lead aligns cross-functional efforts, monitors delivery metrics, and institutionalizes standard operating procedures to drive excellence across the project lifecycle.

Key Responsibilities

Operational Excellence, Financial Governance, and Data Integrity
  • Operational Excellence & Process Management: Drive operational alignment and consistency across the team. Implement best practices to enhance efficiency in the execution of both CAPEX and OPEX initiatives, ensuring standardized workflows are maintained.
  • Financial Governance & Oversight: Establish and maintain rigorous QA/QC protocols for all funding requests and Task Order submissions. Serve as the Subject Matter Expert (SME) for financial operations, providing guidance to the broader Project Management team on policies and compliance.
  • Design Control & Scope Management: Support Change Management project reviews to evaluate scope impacts and cost implications. Ensure all design modifications adhere to project objectives and are documented through formal approval channels.
  • Data Integrity & Compliance Auditing: Conduct structured audits of operational outputs to ensure absolute data accuracy and financial compliance. Validate that all team activities align with established standard operating procedures and regulatory requirements.


Team Leadership
  • Team Leadership & Mentorship: Directly manage and mentor a hybrid team of six local Operations Specialists and three remote team members. Oversee strategic workload distribution, professional development, and performance management to ensure high-quality delivery.


Stakeholder Liaison
  • Stakeholder Liaison: Act as the primary Point of Contact (POC) for the Client Finance team. Facilitate funding approvals, resolve complex financial issues, and maintain transparent communication between project teams and executive stakeholders.

Qualifications and Skills
  • Experience: 5+ years of experience in project operations, facilities management, capital project coordination, or PMO administration, with demonstrated leadership or supervisory experience.
  • Technical Skills: Advanced proficiency in Google Workspace, DocuSign, contract/PO management software, and enterprise procurement platforms (e.g., Total Bid).
  • Financial & Administrative Acumen: Strong background in tracking project budgets, review of Task Orders/SOWs, change management, and invoice alignment.
  • Leadership & Communication: Strong interpersonal skills with a track record of driving cross-functional alignment, vendor performance, and team accountability.

Expected compensation for this position:

135,000.00 - 165,000.00 USD per year

Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
