What The Role IsWe are seeking a highly organized and proactive Compliance Program Analyst to join our Continuous Improvement Team. This role has two primary areas of focus: (1) owning and maturing Clearway's GO 167-C compliance program - the CPUC regulation governing maintenance, operation, and safety standards for electric generating facilities and energy storage systems - and (2) serving as the organizational representative for lessons learned across the fleet.
The ideal candidate brings operational knowledge of power generation facilities, strong project management skills, and the ability to coordinate across site teams, engineering, legal, and regulatory stakeholders. Strong judgment, follow-through, and cross-functional influence are essential.

What You'll Be Doing- GO 167-C Compliance Program Ownership: Own and mature Clearway's GO 167-C compliance program across the fleet. Develop consistent processes and documentation standards - including Maintenance and Operation Plan Summaries, certifications, Logbook Verified Statements, and safety incident reports - in coordination with site teams, regional managers, and the compliance/legal function.
- Regulatory Reporting & RFI Response: Serve as the internal lead for all GO 167-C and CAISO regulatory reporting and data requests. Coordinate across site operations, engineering, SCADA, HSE, and legal to gather required documentation and analysis. Manage response timelines and ensure submissions are complete, accurate, and on time.
- Causal Investigations & Safety Incident Support: Lead causal investigations into operational events and safety-related incidents covered under GO 167-C. Apply working knowledge of plant operations - including SCADA alarm logs, maintenance work orders, and site procedures - to reconstruct events, identify contributing factors, and support regulatory responses and corrective actions.
- Lessons Learned Program: Serve as the organizational representative to capture, document, and share lessons learned from operational events across the fleet.
- Audit Readiness & Corrective Action Tracking: Maintain records and documentation to ensure readiness for CPUC audits and inspections. Track open corrective actions across the fleet, follow up with responsible parties, and escalate items at risk of missing deadlines.
- Program Dashboards & Stakeholder Reporting: Develop and maintain dashboards and reports that provide leadership and stakeholders with visibility into compliance status, open corrective actions, and RFI response progress.
- Documentation & Process Standardization: Create and maintain standardized documentation, workflows, and operational best practices to improve consistency across the program.
- Cross-functional Collaboration: Work closely with Operations, Engineering, Technical Services, Legal, IT, Analytics, and SCADA teams to ensure alignment and successful program execution.
- Program Development & Management: Design, implement, and oversee operational programs aligned with business objectives. Develop performance metrics, reporting frameworks, and governance structures to measure success and drive adoption. Develop and deliver training to promote standardization within the Operations Team.
What You'll Bring- 3-4 years of experience in operations, program/project management, continuous improvement, or related roles - preferably in power generation, renewable energy, or industrial operations.
- Demonstrated experience developing or maturing operational programs in cross-functional environments.
- Working knowledge of power plant or energy facility operations, including the ability to read and interpret SCADA alarm logs, maintenance work orders, and site procedures.
- Strong project management skills with the ability to coordinate multiple workstreams, manage deadlines, and drive progress across stakeholders.
- Excellent communication, facilitation, and report-writing skills.
- Ability to build dashboards and reporting tools that communicate program status to operational and leadership audiences.
- Proficiency in Microsoft Office Suite and project management tools.
- Ability to work effectively under pressure and meet deadlines.
- Bachelor's degree in Business, Engineering, Operations Management, or related field.
What Would Be Nice- Wind, Solar, BESS, or broader renewable energy operations experience.
- Experience with Lean, Six Sigma, RCA, Operational Excellence, or other continuous improvement methodologies.
- Project Management Professional (PMP), Lean Six Sigma, or similar certification.
- Familiarity with SAP, CMMS, EAM systems, or operational analytics tools.
- Experience supporting cross-functional operational programs in a multi-site environment.

This role is eligible to earn an annual cash bonus, subject to personal and company performance goals.
Salary Range Across all U.S. Locations
$92,000-$115,000 USD
