Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position represents DHS as a business lead on projects for Minnesota Health Care Programs (MHCP) to deliver
health care eligibility system functionality in accordance with state and federal policy, laws, and regulations.

Responsibilities Include:

  • Work in partnership with Department of Human Services (DHS), Minnesota IT Services (MNIT), MNsure and
    county, tribe and state health care processing entities to develop business requirements, design documents,
    and workflows to deliver new or enhanced system functionality, and other high-priority system changes
    required for Minnesota Health Care Programs (MHCP).
  • Under limited supervision, initiate, lead and coordinate efforts to identify, analyze, recommend, develop and
    implement changes and improvements for business processes and procedures.
  • Use critical analysis, problem-solving, and process improvement skills sufficient to identify issues, evaluate,
    plan, make decisions, recommend and implement solutions, without compromising program integrity, system
    functionality, and customer service.
  • Develop business use case scenarios and instructions to perform user acceptance testing. Document
    results, submit potential issues and prioritize defects found in user acceptance.


Qualifications

Minimum Qualifications
  • Three (3) years experience working in eligibility technology systems, such as Minnesota
    Eligibility Technology System (METS), MAXIS and MMIS to effectuate eligibility for Minnesota Health Care
    Programs (e.g., Medical Assistance, MinnesotaCare etc.).
  • Experienced in identifying and expressing business needs to address policy, operational, or system
    improvements or challenges.
  • Capable of effectively guiding and organizing problem-solving teams, adept at resolving conflicts and
    negotiating.

***Bachelor's Degree or higher in Health Care Administration or related field may substitute for one (1) year of
experience.

Preferred Qualifications
  • Experience working in METS, MAXIS and/or MMIS.
  • In-depth understanding of MHCP policy, processes, and systems to guide the implementation of new or
    corrected system functionality, business processes, and procedures.
  • Experience working on projects as a Subject Matter Expert (SME) or other related roles in which you are
    responsible to communicate policy and/or business needs. Review business and functional requirements to ensure they are correct and complete.
  • Ability to manage multiple concurrent project work and competing priorities under demanding deadlines.
  • Strong oral and written communication skills sufficient to communicate to both technical and nontechnical personnel.
  • Experience participating in user acceptance testing to validate that technical solutions work as designed
    according to business and functional system requirements.
  • Decision-making experience related to planning, organizing, directing and controlling functions to achieve organizational goals and objectives.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
