Summary

This position is located with Operational Readiness (TORR), Real Time Operations (TOR), Transmission System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA).

A successful candidate in the Operational Readiness Manager position will be responsible for planning, managing, and developing programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the Real-Time Operations organization.

As an Operational Readiness Manager, you will:

  • Delegate authority to subordinate supervisors and holds them responsible for the performance of their subordinate organizational elements.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Oversee the development of performance standards by subordinate supervisors and develops performance standards for other subordinates.
  • Manage and provide technical oversight for issues related to the implementation and ongoing operation of real-time systems and processes.
  • Ensure effective coordination and communication of outage information with internal and external stakeholders, including neighboring utilities and field personnel.
  • Ensure effective coordination across Real Time Operations Functions for new and changing business, regulatory, and market requirements.

Conditions of Employment:

  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1-year probationary period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Transmission Function employees.
  • The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
  • Incumbent is required to complete BPA's mandatory SOC training.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as experience 1) managing or providing technical oversight for programs, systems, and work processes supporting real-time power transmission system operations, balancing authority (BA) roles, or transmission operator (TOP) functionalities; 2) directing, developing, or enforcing operational guidelines to comply with federal energy/utility regulations and market requirements; 3) representing an organization as a technical expert in high-level interagency groups, committees, or conferences to resolve critical operational issues and negotiate agreements.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
