Job Description

The Operating Supervisor will be responsible for directing and supervising field forces for the physical installation, removal, repair and replacement of gas mains and services in compliance with operating procedures, environmental laws and Public Service Commission (PSC) guidelines. Ensure the safe, timely and efficient installation, maintenance, repair and inspection of gas mains, services and associated distribution equipment of varying pressure and composition in accordance with operating procedures, engineering plans and requirements of regulatory agencies, including all safety standards set by OSHA and US DOT.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

Responsibilities

Core Responsibilities
  • Supervise, coach, schedule, train, and coordinate Company forces and contractor crews
  • Ensure required training, operator qualifications, EHS requirements, and documented OJTs are completed
  • Conduct and review daily job briefings, safety discussions, and critical task observations
  • Ensure field work complies with Company procedures, engineering plans, PSC guidelines, OSHA standards, and US DOT requirements
  • Conduct field visits to verify safety, quality, environmental compliance, PPE, housekeeping, permits, and work area protection
  • Assign and dispatch field forces and develop contingency plans when primary work cannot proceed
  • Schedule jobs according to operational priorities and coordinate with the Field Operations Planner and Section Manager
  • Ensure accurate and timely completion and submission of required operational and billing documentation
  • Direct field crews during gas incidents and ensure prompt, safe hazard removal
  • Ensure proper area restoration, enforce work rules, and support the preparation of gas main cut out procedures


Qualifications

Required Education/Experience
  • Bachelor's Degree and a minimum of 2 years of full-time relevant work experience in gas/construction or other related experience or
  • Associate's Degree and a minimum of 4 years of full-time relevant work experience in gas/construction or other related experience or
  • High School Diploma/GED and a minimum of 5 years of full-time relevant work experience in gas/construction or other related experience
Relevant Work Experience
  • Experience with directing field forces and contractor crews performing gas main and service installation, removal, repair, replacement, maintenance, and inspection activities, preferred
  • Experience with coordinating job assignments, crew dispatching, scheduling, contingency planning, system repairs, and gas incident response, preferred
  • Experience with conducting field inspections to verify compliance with safety procedures, environmental requirements, permits, PPE, housekeeping, work area protection, and quality standards, preferred
  • Experience with completing and submitted emergency sketches, as-constructed drawings, valve reports, leak reports, time entries, contractor billing documents, and Job Site Safety Evaluations, preferred
  • Experience with supporting operator qualification, crew training, area restoration, disciplinary enforcement, sensitive job reporting, and cut out procedures for specified L.P. and H.P. mains, preferred
Skills and Abilities
  • Possesses strong technical aptitude
  • Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
Licenses and Certifications
  • Driver's License Required
  • Other: Fulfill the requirements of Operator Qualification 1 Year Required
Physical Demands
  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to climb ladders and stairs
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to be approved to wear and use either a full or half-face respirator, without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
  • Ability to climb in and out of manholes and excavations
  • Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
