Full Job Description
MANTECH seeks a motivated, career- and customer-oriented SME Open-Source Intel Analyst to join our team in Sterling, VA. This is currently a hybrid position with 2 days onsite/week.

Each day U.S. Customs and Border Protection (CBP) oversees the massive flow of people, capital, and products that enter and depart the United States via air, land, sea, and cyberspace. The volume and complexity of both physical and virtual border crossings require the application of solutions to aid officers in detecting threats while promoting efficient trade and travel.

Responsibilities include, but are not limited to:
  • Provides all-source intelligence analysis on topics related to homeland security, including, but not limited to, border security, counterterrorism, counterintelligence, and critical infrastructure protection.
  • Prepare finished analytic products, assessments, briefings, and other written or oral products on current threats and trends based on the sophisticated collection, research, and analytic tradecraft of all sources of classified and unclassified information, including intelligence collection INTs, open source, law enforcement, and other government data.
  • Identifies gaps in available intelligence information and engages with other collection managers on strategies to meet intelligence requirements through Intelligence Community collection disciplines.
  • Employ Intelligence Community analytic standards and appropriate tradecraft, methodologies and techniques and apply specialized subject matter expertise to prepare assessments of current threats and trends for consumers from senior US officials to state and local and private sector customers.
  • Provide Collection research, analysis and recommendations regarding liaison efforts with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products.
  • Conduct Open Source Intelligence (OSINT) Analysis, reporting, and other OSINT products as required by the customer and assess and provide recommendations on emerging OSINT methodologies and tools and provide consultation on how to leverage OSINT data and information, use specialized OSINT tools and services, and consult on the development of OSINT products.
  • Support the development of new OSINT targeting and exploitation techniques and analyze the development of OSINT policy and tradecraft and use advanced OSINT and social media collection and analysis techniques to support information requests concerning force protection, indications and warnings, counter threats, counterintelligence, and all source intelligence integration and assessments.


Minimum Qualifications:
  • HS Diploma/GED and 20+ years or AS/AA and 18+ years or BS/BA and 12+ years or MS/MA/MBA and 9+ years or PhD/Doctorate and 7+ years.
  • A minimum of six (6) years' experience in the All-Source Intel Analyst field and experience using IC analytic systems and tools such as classified message databases, Analyst Notebook/i2, Web Intelligence Search Engine (WISE), or Palantir.
  • Experience as an all-source analyst in an IC agency producing finished, all-source analytical intelligence products per IC analytical standards, tradecraft, sourcing, and classification requirements.
  • Written and verbal communication skills with experience generating and briefing content to various audiences with differing perspectives.
  • Experience with conducting open source research, all-source intelligence analysis, or targeting and experience utilizing OSINT tools and building out networks/network analysis and demonstrated experience in a field related to OSINT research, collection management, or analysis or the exploitation of social media.
  • Familiarization using Microsoft Office Suite.
  • Experience accessing, researching, and exploiting global and regional social media and digital platforms; knowledge of advanced Internet-based research (e.g., Boolean logic, advanced research techniques, search engine and database resources); experience with social networking tools and commercial and industry-based databases.


Preferred Qualifications:
  • Experience using IC analytic systems and tools such as classified message databases, Analyst Notebook/i2, Web Intelligence Search Engine (WISE), or Palantir.
  • Prior US Customs and Border Protection (CBP) National Targeting Center (NTC) experience, preferably with proficiency in operational data analysis.
  • Experience with SQL.


Clearance Requirements:
  • Must be a U.S. Citizen with an active TS/SCI with the ability to obtain and maintain DHS CBP suitability prior to starting this position.


Physical Requirements:
  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, which may involve delivering presentations.


The projected compensation range for this position is $128,000.00-$214,400.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
