Education:Bachelor's degree in Human Resource Management, Labor Relations, or another relevant academic discipline. A Master's degree is preferred.

Generate and provide administrative support for executive level products (ex. Slides, meeting minutes, strategic reports, etc.) using a suite of Microsoft products.
Perform accurate, high quality, and timely work which leads to positive Government Performance Feedback.
Responsibilities:The Senior Human Capital Specialist is a working manager who is responsible for performance of the Gemini Office of Naval Research (ONR) Task Order and provides Human Capital analytical support services to the ONR Command Human Capital Officer (HCO), Mission Support Directorate. The HCO requires analytical support to manage and support efforts and initiatives to develop, implement, evaluate, and continuously improve human capital efforts at ONR. These efforts and in Support Directorate and subordinate functions, Portfolio Directorate and subordinate Science and Technology (S&T) Codes, naval staff, the Office of the Secretary of Defense (OSD), and naval and other military services' laboratories and warfare centers. Specific responsibilities include but are not limited to:
Provide technical oversight and ensure quality performance of Gemini staff members assigned to the Task Order.
Assess plan.
Evaluate existing practices and develop new strategies that align human resources policies and programs with ONR's mission, strategic goals, and performance outcomes.
Identify best practices and benchmark successful organizations.
Measure intellectual capital and incorporate that intellectual capital to improve organizational performance and growth.
Develop and refine key Human Capital activities to include training and development opportunities supporting ONR's vision and mission and implementation of the Human Capital vision.
Define needs or problems by conducting analysis of current human capital policies, procedures, and processes then provide expertise in the design, development, and installation of total quality systems for ONR organizations, as well as business process reengineering, performance measurement, benchmarking, and complex data analysis.
Assist with mentoring coordination, development, and diversity events as needed.
Support the HCO in the development of ONR's Human Capital Strategic Plan.
Develop and advocate a culture of continuous learning to attract and retain employees with superior abilities.
Accomplish administrative to include preparing briefings, tracking issues, planning meetings, and collaborating on status reports.
Support coordination, and participate in, the development of ONR Human Capital websites.
Design and implement processes and capabilities for the collection of ONR Human Capital initiatives data, for providing analysis of this data to create summary reports and informational products, and for disseminating the data and analysis for various reports or when tasked with Human Capital related information requests.
Qualifications:The candidate must have the following qualifications:
Over eight (8) years of Human Capital analysis and support experience.
Experience in assisting clients in defining needs or problems, while identifying potential solutions; in developing surveys, conducting interviews, and framing problems for analysis and decision making; and in developing feasibility and cost-benefit studies, lifecycle analyses, briefings and presentations, report writing, and post-implementation evaluations.
Experience operating in a multi-tasking, diverse, and at times, unknown and future environment, and in building consensus among many stakeholders.
Experience with both traditional and innovative planning, brainstorming, and analysis techniques.
Ability to use critical thinking and innovative ideas to challenge conventional wisdom regarding Human Capital strategy and development opportunities.
The following qualifications are desired: Ability to conduct analysis of current operational policies, procedures, and processes.
Strong leadership and negotiation skills with Human Capital strategy, Human Resources operations, and both government and business groups.
Excellent verbal and written communication, teamwork, and organizational skills.
Travel: Travel may be required to attend customer meetings, program reviews, training events, or mission-related activities as directed.
