Program Executive Office Submarines, Program Manager for the Virginia-Class Submarine (PMS 450), is responsible for the acquisition of the U.S. Navy's Virginia-Class nuclear-powered attack submarines. PMS 450 identifies, assembles, manages, directs, and coordinates the resources required for research and development, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and fleet introduction.
PMS 450 is responsible for developing and deploying an affordable, nuclear-powered attack submarine with multi-mission capabilities and enhanced performance in littoral environments. Virginia-Class submarines support five of the Navy's six core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.
The Opportunity
Serco is seeking anOnboarding and Systems Specialistto manage the end-to-end integration of personnel and streamline administrative workflows for the U.S. Navy's Team Submarine organization, specifically supporting the Virginia-Class Submarine Program at the Washington Navy Yard in Washington, DC.
In this role, you will oversee onboarding and offboarding processes for civilian, military, and contractor personnel while serving as a primary administrator for Microsoft SharePoint and Microsoft Power Platform automated workflows. You will help modernize administrative processes, improve workforce visibility, and develop digital solutions that increase efficiency across the program.

What You'll Do
- Manage the end-to-end onboarding and offboarding lifecycle for civilian, military, and contractor personnel assigned to the Virginia-Class Submarine Program, ensuring a seamless transition into and out of the organization.
- Maintain, configure, and continuously improve the program's onboarding systems, databases, and portal pages hosted on Microsoft SharePoint.
- Design, develop, test, implement, and maintain custom Microsoft Power Apps and Power Automate workflows to streamline manual routing, data entry, approvals, notifications, and other administrative processes.
- Collaborate with adjacent Team Submarine program offices to support their onboarding operations, share best practices, and expand successful automation solutions across the organization.
- Coordinate with security managers, IT support teams, facilities personnel, and sponsor representatives to ensure timely provisioning of physical workspaces, Common Access Cards (CACs)/badges, network accounts, computer equipment, and other required resources.
- Maintain accurate personnel rosters, onboarding records, and historical staffing data.
- Develop metrics, dashboards, and reports to support workforce planning, program reviews, and leadership decision-making.
- Identify opportunities to improve administrative processes through automation, standardization, and digital transformation.
- Provide user support and troubleshooting for SharePoint-based onboarding tools and automated workflows.
Required Qualifications
- Bachelor's degree in information systems, business management, computer science, or a related field and minimum 8 years of relevant experience in business process analysis, workflow automation, SharePoint administration, Microsoft Power Platform solutions, or a related discipline. Equivalent combinations of education and experience may be considered.
- Ability to obtain and maintain a DoW Secret security clearance.
- Demonstrated experience building and managing Microsoft SharePoint sites, including custom lists, libraries, pages, and site structures.
- Hands-on experience designing and implementing workflows using Microsoft Power Automate.
- Hands-on experience developing applications using Microsoft Power Apps.
- Strong organizational and project coordination skills, with the ability to manage multiple priorities and deadlines.
- Ability to communicate effectively with technical and non-technical stakeholders.
- Ability to travel approximately 10% of the time.
Desired Qualifications
- Experience supporting personnel onboarding, workforce operations, or administrative processes within a DoD/Navy acquisition program office, Program Executive Office (PEO), or Navy command environment.
- Experience gathering and translating requirements from non-technical stakeholders into intuitive, user-friendly digital forms, applications, and workflows.
- Demonstrated ability to identify administrative bottlenecks, analyze complex operational processes, and develop and implement digital solutions that improve efficiency.
- Experience developing SharePoint-based dashboards, reporting tools, or workforce tracking solutions.
- Familiarity with Microsoft 365 and the broader Microsoft Power Platform ecosystem.
- Exceptional organizational, interpersonal, and communication skills, with the ability to coordinate effectively across military, civilian, contractor, and government organizations.
- Ability to work independently while also collaborating effectively within a diverse, mission-focused team.
