Position SummaryWe are seeking a Virginia Beach
Office Manager to provide hands-on local leadership for our Virginia Beach office. This client-facing role will support day-to-day operations, project delivery, staff coordination, and targeted business development efforts across Hampton Roads.
Working closely with the Southeast Regional Senior Vice President, this individual will serve as the trusted local leader for staff, clients, and project teams while helping strengthen our market presence and support regional growth.
Responsibilities:- Serve as the day-to-day leader and primary local point of contact for the Virginia Beach office.
- Partner with the Southeast Regional Senior Vice President to support client development, strategic pursuits, and regional growth initiatives.
- Build and maintain relationships with local clients, agencies, teaming partners, contractors, and community stakeholders.
- Support business development activities, including opportunity identification, client follow-up, proposal input, interviews, and pursuit coordination.
- Oversee daily office operations for a team that may include field staff, construction managers, inspectors, schedulers, project managers, and engineers.
- Support project delivery by helping teams manage scope, schedule, budget, quality, safety, client satisfaction, and contract requirements.
- Coordinate communication among office staff, field teams, clients, vendors, and senior leadership to keep work moving efficiently.
- Monitor local workload, staffing needs, utilization, backlog, and project performance; provide input to forecasts and operational reporting.
- Support recruiting, onboarding, mentoring, and retention of local staff.
- Promote a responsive, accountable, safety-focused, and client-centered office culture.
Qualifications:- Bachelor's degree in Civil Engineering, Construction Management, Business Administration, or a related field required.
- 7-10+ years of experience in civil engineering, construction management, program management, infrastructure delivery, or related consulting services.
- PE license in Virginia, CCM certification, or ability to obtain licensure/certification within one year preferred.
- Experience managing projects, field operations, staff, local office activities, or client-facing delivery teams.
- Ability to support business development, client relationships, proposals, interviews, and pursuit strategy.
- Established or growing network in Hampton Roads and/or Virginia preferred, particularly with transportation, municipal, federal, construction management, contractor, or private-sector clients.
- Experience coordinating multidisciplinary infrastructure teams through scope, schedule, budget, quality, staffing, and client-related challenges.
- Ability to work effectively in a field-oriented office with construction managers, inspectors, schedulers, project managers, engineers, and field crews.
- Experience with VDOT construction management policies and procedures preferred.
- Strong communication, organization, leadership, mentoring, problem-solving, and client-service skills.

- Salary Range: $140,000 - $185,000
