Powering Safety: Serve as a Senior Technical Expert for Occupational Health at Bonneville Power Administration

Bonneville Power Administration (BPA) delivers clean, reliable, and sustainable electricity across the Pacific Northwest, driving the region's economy and maintaining a vital public infrastructure. As an Occupational Health Program Administrator, you will play a mission-critical role in this effort. By serving as a senior technical authority on safety, health, and well-being, you directly enable the dedicated workforce operating our vast high-voltage grid to perform their duties safely. Key Duties and Responsibilities

As an Occupational Health Program Administrator, you will make a lasting impact through the following key responsibilities:

• Lead Agency-Wide Health & Safety Systems: Serve as the senior technical authority and strategic lead for BPA's occupational safety systems. You will direct critical, agency-wide programs including hearing conservation, respiratory protection, and health information tracking systems to safeguard our workforce.
• Direct Fire Protection & Emergency Response: Provide comprehensive technical oversight for BPA's fire protection program. You will guide senior leadership on fire safety, design hazard prevention policies, and oversee the systems that detect, control, and suppress fire risks across our facilities.
• Oversee Medical Surveillance Initiatives: Manage and direct the medical monitoring program designed to track and protect employee health. You will ensure that personnel exposed to unique occupational hazards receive proactive, comprehensive health assessments.
• Shape Safety Policy and Guidelines: Interpret federal regulations and design custom, easy-to-follow safety policies and manuals for BPA. You will establish the standard operating procedures that eliminate physical and environmental hazards for both internal staff and contract partners.
• Solve Complex, High-Voltage Safety Challenges: Use advanced risk-analysis methods to identify and resolve safety hazards unique to high-voltage electrical utility systems, construction projects, and complex grid operations. You will develop innovative safety solutions where standard rules do not apply.
• Act as a Trusted Consultant & Advisor: Provide expert safety counsel to BPA executives, external business partners, and regulatory agencies. You will collaborate across regional boundaries to build consensus on safety standards, even when balancing competing operational goals.
• Design Impactful Employee Training Programs: Analyze health, accident, and injury data to identify trends and proactively design educational programs. You will collaborate with training specialists to equip workers and supervisors with the practical knowledge needed to prevent workplace incidents.
• Serve as a Critical Emergency Response Expert: Provide expert guidance during active safety incidents. You will serve as a key technical resource on Incident Assessment and Management Teams, helping the organization safely navigate, resolve, and learn from unexpected events.

Conditions of Employment:

• This position requires a valid driver's license as a condition of employment.
• Work requires overnight travel. May require up to 30% travel per year throughout Oregon, Washington, Idaho and Montana.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as:1) Managing or administering an occupational health and safety program, including developing and implementing program components, analyzing performance data to measure effectiveness, ensuring compliance with applicable regulations, etc.; 2) advising management on program performance, risk reduction, and strategies for continuous improvement; AND 3) managing and administering Occupational Health data systems.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
