Main Purpose of Job

The primary areas of responsibility for this full-time Nursing Practice Manager position will be:
  • Nursing Practice (RN and LPN)
  • CNA/GNA/CNA-DT, CNA-DDA, CNA-HHA, CNA-School Health/MT/CMA practice, training, certification, and renewal
  • Licensed Direct-entry Midwife practice, licensure and renewal
  • Electrology practice, licensure and renewal


This position will:

  • Interpret the Nurse Practice Act, all regulations, and other statutes that affect nursing practice;
  • Utilize best practices as the basis for nursing practice; and
  • Meet the Board's goal of ensuring safe nursing practice for the public.


This position will also:

  • Identify areas that need improvement;
  • Develop, as needed, Board policies for regulating nursing practice;
  • Monitor CNA training programs; and
  • Be a resource for Board staff and the public on nursing practice.


Additionally, this manager position will be a liaison between the Board of Nursing and specific committees, special task forces, and study groups that relate to the safe practice of nursing.

Nursing Practice includes, but is not limited to, all aspects of ensuring safe nursing care by all the disciplines that the Board regulates.

This position requires:

  • Strong knowledge of the Nurse Practice Act, COMAR, and standards of nursing practice.
  • Strong written and verbal communication skills, particularly for regulatory and stakeholder-facing content.


MINIMUM QUALIFICATIONS

Education: A Master's degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Diverse clinical practice experience (e.g., acute care, long-term care, or community-based settings)
  • Experience in nursing regulation, enforcement, or practice consultation
  • Experience reviewing complaints, investigations, or quality of care concerns
  • Experience analyzing and interpreting complex clinical scenarios within a regulatory framework
  • Experience working across multiple departments and managing competing priorities
  • Experience identifying trends, risks, and system-level issues to inform policy and regulatory decision-making


LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
