Full Job Description
Summary: Provide technical expertise to the 54 States, Territories, and Joint Force Headquarters (JFHQ) Staff to optimize domestic operations and exercise readiness for NGB-J37 Joint Training Requirements Specialist contract support. The location of this work is in Arlington, VA. Remote and/or Telework are possible pending government approval.

Job Description:
  • Use the most current CJCSI 3500 series guidance to help JFHQs-State integrate the JTS into training, exercise, and planning processes
  • Conduct support visits to identify JTS gaps and build customized training plans to implement JTS Phases I• IV
  • Develop Mission Training Assessments (MTA), support Joint Mission Essential Task List (JMETL) development, and update Joint Training Plans (JTP)
  • Input readiness and tracking information into the Defense Readiness Reporting System (DRRS)
  • Serve as an Observer, Controller, Trainer (OC/T) during exercises or training events an average of 15 times per year
  • Document Training Observations (TO) into Word, Excel, or PowerPoint and distribute them to the audience within 5 business days of exercise completion
  • Attend and document state or territory-hosted training exercises, delivering a formal trip report within 5 business days
  • Conduct 3 to 5 regional training workshops providing expert guidance on Secret and Unclassified training management and reporting systems (such as DRRS, JTS Phases I-IV, and the Joint Training Database of Record)
  • Provide expertise to help the Government revise the J/AMETL selection process and draft initial commander's training guidance
  • Access the Joint Training Database of Record via SIPRnet to pull current versions of the J/AMETL and help states incorporate new priorities
  • Process user account creation and resolve system issues as the designated "User Group Lead" for the Joint Training Database of Record
  • Update and draft baseline JTP processes tailored to organization needs in alignment with the CJCSM 3500.03 series
  • Consolidate staff inputs and author the draft JTP electronic text file for Commander/Director review
  • Interface with subordinate organizations (such as Joint Task Forces and Service Components) to link their schedules to headquarters plans
  • Save final JTP files and upload them to the Joint Training Database of Record within 5 business days of completion
  • Utilize the JTS and JELC process to design, plan, prepare, execute, and evaluate an average of 15 joint training events
  • Maintain and provide updated event templates to the Exercise Director within 5 business days after planning conferences
  • Attend exercise planning milestones• including Concept Development (CDM), Initial (IPM), Mid (MPM), and Final (FPM) planning meetings• and submit trip reports
  • Log established planning milestones and milestones into the Joint Training Database of Record within 5 business days of a conference
  • Assist with Master Scenario Events List (MSEL) scripting and overall exercise plan development
  • Provide an Executive Summary (EXSUM) within 3 business days and a detailed Trip Report within 5 business days of completing any travel or support event
  • Report lessons learned from state exercises to the NG-J37 Joint Doctrine and Joint Lessons Learned Branch
  • Maintain a continuous 1-year calendar mapping out all projected regional support visits
  • Collect feedback by distributing customer survey forms to personnel within 5 business days following an in-person visit
  • Maintain an active contact roster of J-37 personnel and submit an updated copy monthly
  • Maintain and submit a continuous metrics tracking list detailing the contractor's name, individuals trained, and achievements alongside the Monthly Status Report

Required Qualifications:
  • Must possess a secret security clearance
  • Must demonstrate a high level of technical competence with specialized military software systems, including:
    • Joint Training Database of Record (both Secret and Unclassified versions)
    • Defense Readiness Reporting System (DRRS)
    • Joint Lessons Learned Information System (JLLIS)
    • Joint Training Tool (JTT)
  • Must possess deep operational knowledge of the Joint Training System (JTS), Joint Exercise Life Cycle (JELC), and CJCSI 3500 series / CJCSM 3500.03 guidance
  • 8• 15 years of experience in military operations, planning, or training, with a strong preference for National Guard (Active Guard Reserve/M-Day) or Joint Staff experience.
  • Bachelor's degree in emergency management, homeland security, public administration, or a related technical/defense field is standard (equivalent military experience is often accepted).
  • Prior experience working at a Joint Forces Headquarters (JFHQ), National Guard Bureau (NGB), or Combatant Command (COCOM) staff level.
  • Experience with the four phases of the Joint Training System
  • Experience instructing small group workshops at the senior leadership level
  • Relevant work experience in Joint Training Plan Development
  • Experience Conducting training classes on DoD systems (e.g. Defense Readiness Reporting system (DRRS), Joint Training Information Management System, Joint Lessons Learned Information System
  • Possess knowledge of Mission Training Assessments

Salary Range: $85,000 - $120,000
