Who We Are
In response to deaths resulting from encounters with law enforcement and the community's demand for change, the Washington State Legislature created a new, first-of-its-kind agency: This new agency was formed in 2021 and operates under the requirements of the law in which investigations involving the use of deadly force must be truly independent of the involved law enforcement agency.

Our mission is to conduct fair, thorough, transparent, and competent investigations of incidents involving use of deadly force. This approach to investigations will remove conflicts of interest, improve accountability and transparency, and renew the public's confidence. Through these efforts, we hope to strengthen the relationships between police and the community, build public trust, and promote effective policing. To help us carry out this mission, we are looking for Investigators of all levels to join our growing team.

As a Network & Systems Engineer on our diverse team, you will play a key role in designing, implementing, managing, and supporting the agency's network infrastructure. Along with VPN management, network security, and related architecture duties, you will be responsible for collaborating with internal and external partners to ensure secure and reliable connectivity for our mission-critical operations.

Duties
What You'll Do

Your responsibilities will include but are not limited to...

Network Architecture & Administration:
  • Design and deploy secure, scalable network infrastructure compliant with CJIS and agency standards.
  • Install, configure, and maintain routers, switches, firewalls, VPNs, and wireless access points.
  • Monitor performance, troubleshoot issues, and ensure secure remote access and traffic segmentation.
  • Collaborate with OII's IT Team on network upgrades, expansions, and documentation including topology diagrams.

Certificates, Security, and Compliance:
  • Implement and manage security protocols (firewalls, IDS/IPS, MFA) and maintain CJIS compliance with full audit readiness.
  • Administer TLS/SSL certificate lifecycle: issue, renew, track, troubleshoot, and document procedures.
  • Coordinate with state/federal agencies and certificate authorities to align with policy and prevent service disruption.
  • Address certificate-related issues impacting VPNs, devices, apps, or web services.
  • Respond to network vulnerabilities in partnership with IT Security.
  • Lead physical security system administration, certification, configuration, vendor coordination, and hardware/software maintenance.

System Upgrades & Regional Project Support:
  • Support system upgrades and infrastructure projects through planning, evaluation, and collaboration with staff/vendors.
  • Provide on-site infrastructure support, equipment setup, and issue resolution across office locations.
  • Coordinate with endpoint administrators and service vendors for local IT needs.

Documentation & Reporting:
  • Maintain configuration records, network diagrams, and process documentation.
  • Create performance, incident, and compliance reports; contribute knowledge articles and ticket-based troubleshooting logs.

Additional responsibilities may include:
  • Support specialty software administration for OII business operations, assist with hardware/software inventory, and maintain asset records for regional offices.
  • Assist in creating and distributing IT-related notifications and updating internal documentation.
  • Provide occasional support for non-essential IT tasks which may fall outside the core duties of this position.
  • Participate in internal committees, working groups, trainings and meetings.
  • Respond to critical incidents outside standard business hours.

Required / Minimum Qualifications:
  • Ability to administer and optimize enterprise-level network infrastructure to ensure stability, performance, and scalability across multiple office locations.
  • Practical experience managing TLS/SSL certificate lifecycles, including issuing, renewing, tracking, and troubleshooting digital certificates for secure network communications, authentication, and VPN access.
  • Expertise that can be applied to designing and supporting segmented network environments using protocols such as TCP/IP, VPNs, subnetting, VLANs, DNS, and DHCP.
  • Proficiency in configuring and maintaining network hardware including routers, switches, firewalls, and wireless access points.
  • Understanding of security policies and best practices aligned with regulatory standards such as CJIS to ensure protection of Criminal Justice Information (CJI).
  • Ability to diagnose and resolve complex network issues through root cause analysis and real-time performance monitoring.
  • Verbal and written communication skills that enable cross-functional collaboration, clear technical documentation, and effective problem solving.

Desired Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, Networking & Security, or a closely related field.
  • Expertise in industry trends and technologies through certifications such as Cisco CCNA/CCNP, CompTIA Network+, Microsoft Certified Solutions Expert (MCSE), or Azure Administrator.
  • Familiarity with law enforcement and criminal justice IT environments, with hands-on experience supporting network infrastructure involving Criminal Justice Information Systems (CJIS) and operating within CJIS-compliant infrastructures.
  • Experience managing and optimizing advanced network monitoring tools (e.g., SolarWinds, PRTG, or Nagios) to assess performance, detect anomalies, and proactively respond to security and connectivity issues.
  • Hands-on experience administering cloud-based networking environments, which may include configuring secure connections, routing, and mapping virtual networks across hybrid infrastructures to combine on-premises systems with cloud platforms such as Microsoft Azure or AWS.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
