Description of Work
Position Definition: Designs, implements, secures, and maintains the City's enterprise data, voice, and wireless network infrastructure across multiple facilities and remote sites. This position requires a senior-level network professional with strong hands-on expertise, the ability to support mission-critical public safety and municipal operations, and the capacity to collaborate across IT, vendors, and City departments to deliver resilient, secure, and scalable network services.

General Duties: Design, implement, operate, and support complex, high-availability network infrastructure supporting City operations. Ensure network reliability, performance, security, and resilience, including during emergencies and disaster recovery scenarios. Serve as a technical lead on network-related projects, upgrades, and integrations. Participate in planning and execution of infrastructure modernization initiatives.
  • Network Architecture Design: Design and implementation of scalable, secure, and high-performance network architectures. Collaborate with cross-functional teams to understand business requirements and translate them into effective network solutions.
  • Implementation and Optimization: Deploy and configure advanced networking hardware and software components. Continuously optimize network configurations to enhance performance, reliability, and security. Implement and manage advanced routing and switching protocols.
  • Security and Compliance: Develop and implement robust security measures to safeguard the organization's network infrastructure. Ensure compliance with industry regulations and best practices related to network security.
  • Firewall and Intrusion Prevention: Design, configure, and manage firewall and intrusion prevention systems to protect against unauthorized access and malicious activities. Regularly review and update firewall rules to align with security policies.
  • Endpoint Security Integration: Collaborate with endpoint security teams to ensure seamless integration of network security measures with endpoint protection strategies. Implement network-based controls to enhance overall endpoint security.
  • Troubleshooting and Resolution: Provide support for complex network issues, conducting root cause analysis and implementing effective solutions.
  • Capacity Planning: Conduct regular capacity assessments and plan for network expansion to meet future business needs. Collaborate with other teams to ensure network resources align with organizational growth.
Supervised by: Receives general direction from the director of Information Technology or his/her designate
Required Knowledge, Skills and Abilities

Ability to

Thorough knowledge of concepts, techniques, and methods of:
  • configuring, implementing, and maintaining local and wide area voice and data networks;
  • connectivity and interoperability;
  • a variety of protocols (IPC/SPX, TCP/IP, SNA);
  • architecture (router, bridges, hubs, switches);
  • operating systems (Windows /Active Directory);
  • Internet connectivity and firewall security; and
  • Cable plant (copper and fiber) design and maintenance, IDF and MDF

Minimum Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or a related field. (Master's degree is preferred).
AND
  • Minimum of 8 years of experience in network engineering roles.
  • Proven experience in designing, implementing, and managing complex enterprise-level networks.
  • Certifications: Cisco Certified Network Associate (CCNA) preferred, additional certifications in security (e.g., Security+, CISSP) and cloud platforms (e.g., AWS, Azure) are advantageous.
