Overview

The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis. SSAG's clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), United States Strategic Command (USSTRATCOM), Secretary of the Air Force Capabilities Development Mission (SAF-CDM), and Air Force NC3 organizations such as Air Force Global Strike Command (AFGSC).

We have a future need for a Nuclear Command, Control, and Communications (NC3) Program Analyst with deep mission understanding and operational experience to provide onsite support at SPA HQ Alexandria, VA with support to locations at Barksdale AFB, LA; and the NC3 Enterprise Center (NEC) at USSTRATCOM Offutt AFB, NE.

Responsibilities

The candidate shall provide technical leadership developing studies and analyses for emerging NC3 programs, such as the Survivable Airborne Operations Center (SAOC), evaluating and integrating current National Airborne Operations Center (NAOC) and associated missions with enterprise NC3 capabilities and operational concepts, and supporting technical efforts and liaison with program sponsors and DoW NC3 program leadership. Assist in ensuring timely execution of tasks and the quality of technical products through the application of best engineering practices; apply understanding of the capabilities and limitations of current NC3 Airborne capabilities; provide support for the integration of investment portfolios, critical development paths, and mission analysis across the NC3 domain. Develop lifecycle studies and analysis for the SAOC program and lead modeling and simulation efforts for the current and emerging NC3 systems employed to enable the NAOC mission for potential SAOC integration. Prepare senior leaders for engagements across the department in the form of briefing books, read-ahead memos, and daily interactions with key stakeholders, and communicate clearly and concisely to distill a wide variety of information to support senior leader risk analysis and capability investment decisions.

Qualifications

Required Qualifications:
  • Able to work fully onsite across the NC3 enterprise based on client needs, including SPA HQ in Alexandria VA, Barksdale AFB, and USSTRATCOM.
  • Active TS/SCI clearance.
  • Master's degree in operations research, systems management, business/public administration, or a related field.
  • 10+ years experience with national and nuclear command and control (C2) missions and NC3 capabilities and operations.
  • Experience with capability portfolio management.
  • Ability to synthesize information into papers, briefings, and presentations for senior DoW leaders.
  • Experience writing for and presenting to senior DoW decision makers; demonstrated organizational, analytical, and writing skills.

Desired Qualifications:
  • 8+ years of experience on tasks associated with the E-4B aircraft.
  • 8+ years of experience with the National Airborne Operations Center (NAOC) classified mission sets.
  • 5+ years familiarity with DoW acquisition process (PPBE, DoDI 5000.02) Experience conducting technical and programmatic analysis of DoW Nuclear Command, Control, and Communications (NC3) systems and programs.
  • Experience working with OSW, Joint Staff, Combatant Command, and/or Service-level staffs.
