Description

This position is currently filled, however we are accepting applications for Ready Replacement Pool consideration.

The Exercise Planner will provide expertise in exercise design and development, conduct of the exercise, inter-agency and joint services coordination, detailed planning, scenario development, observation and data collection, data analysis/evaluation, and improvement planning for multi-year exercise programs. They will develop and continually improve exercise data capture documents supporting Commander, US Fleet Forces Command in facilitating the accomplishment of exercise objectives. They will also prepare products and brief findings at the O-6 and above level and provide associated recommendations.

Intent is to provide USFF N042 with a proficient SME who can seamlessly integrate into the assessments branch, providing real-time assessment recommendations to improve performance tasks, measuring effectiveness, resource allocation, and responsiveness to emergent challenges.

Requirements

The Exercise Planner must possess the following experience (May run concurrently):
  • 10-16 years' experience in various military operational environments
  • 3-6 years' experience in leadership positions (e.g., department head, SECO, Provost Marshall)
  • 2-4 years' experience in an advisory, training, evaluative, or assessor role involving unit evaluations/certifications
  • 2-4 years' experience on a high-level (O-6 and above) staff engaging and briefing O-6 level and above leadership to include Flag level staffs responsible for Tactical Control (TACON) for FP
  • Experience with US Navy antiterrorism, physical security, and law enforcement processes/procedures at the strategic, operational, and tactical levels of war
  • Experience in presenting briefs, working documents, and execution of planning meetings involving government and military personnel
  • Knowledge of the Maritime Operations Center (MOC), Regional Operation Centers (ROC), and Installation Emergency Operations Center (EOC) command and control(C2) processes (As they relate to Tactical Control (TACON) for Force Protection, is expected)
  • Knowledge of the Universal Naval Task List (UNTL) and the importance of Navy Mission Essential Tasks (NMETs)/Navy Tasks (NTAs)
  • Knowledge of Measures of Effectiveness (MOEs) and Measures of Performance (MOPs) development and application
  • Ability to consolidate raw data (assessment scores from numerous Navy installations) and reduce, integrate, and analyze that data to identify discrepancies (negative trends), performance gap commonalities, and initial DOTMLPF-P solutions
  • Must be familiar with the National Incident Management System (NIMS), National Response Framework (NRF), Homeland Security Exercise and Evaluation Program (HSEEP), joint and Navy planning processes, the Joint Training System (JTS), the Navy Warfare Training System (NWTS), and all antiterrorism (AT) associated DOD and DON policies/doctrine
  • Possess excellent Excel Spreadsheet, PowerPoint, and MS Word skills

Former Navy/military officer preferred (O4 and above or an LDO at the O4 and above level, and senior enlisted E8/E9) with both operational and staff experience desired.

Education:

Bachelor's degree is desirable. Absent the degree, four (4) years of exercise experience as a Military Officer is a suitable substitute. DoD Antiterrorism Level II or III certification, and ICS and NIMS courses are highly desired.

Clearance Required:

Must be able to obtain and maintain a Secret security clearance.
