Responsibilities

  • Lead engagements with State Department sponsors to convert strategic objectives into integrated capability roadmaps.

  • Work with the Division Director to formulate and implement division strategies.
  • Identify joint business opportunities and inform investment decisions with external organizations.
  • Oversee proposal development for State opportunities in partnership with MITRE experts.

In partnership with our State Department sponsors, MITRE's State Department Programs Division (P770) advances U.S. national interests globally through diplomacy, economic engagement, and security cooperation creating a more secure and prosperous international environment for the American people.

We deliver objective mission driven engineering and integration expertise strengthening State's ability to execute foreign policy effectively across more than 270 posts worldwide while also directly meeting our international partners' needs. Our work spans modern acquisition, secure communications, non-proliferation activities, enterprise data platforms, cyber and critical infrastructure resilience development, trusted AI export, supply chains, commercial diplomacy, and the integration of emerging technologies into State's global mission.

Roles & Responsibilities:

The State Department Programs Division Mission Integrator serves as the division's mission-to-capability architect, accountable for understanding dynamic sponsor needs, determining what MITRE can uniquely bring to bear, and shaping how to deliver mission impact with project leadership. The mission integrator is a member of the senior division leadership team, helping to set strategy & priorities, identifying gaps, and reporting to the director.

The role requires enterprise-level understanding of State Department priorities, institutional operational processes & constraints, funding and budget nuances, emerging needs, and political context both domestically and with partners.

Key Responsibilities:
  • Lead frequent and persistent engagements with State sponsors to translate Department strategic objectives & needs into integrated capability roadmaps, architectures, and investment priorities
  • Partner with MITRE project leadership to shape and align program execution with State & foreign partner needs to maximize impact
  • Partner with MITRE project leadership to identify and shape new opportunities for MITRE impact
  • Partner with Division Director to shape and execute division strategy
  • Identify joint business opportunities with external organizations and shape investment decisions
  • Lead the development of proposals for State opportunities in close collaboration with MITRE experts from across the corporation
  • Communicate complex technical and mission findings clearly to senior Department & MITRE leadership, interagency stakeholders, and international partners


Basic Qualifications:
  • Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
  • Demonstrated success in leading large multidisciplinary teams delivering mission impact in complex enterprise or global environments
  • Deep understanding of State Department missions, organization, enterprise operations, funding processes, and related inter-agency & Congressional context
  • Comfortable working in highly dynamic environments with urgency, with minimal direction
  • Proven ability to lead technical efforts, engage senior sponsors, and translate analysis into actionable recommendations
  • Consistent track record of delivering high quality products, both as an individual contributor and team leader
  • Possesses excellent written and verbal communication skills
  • Willingness to work on-site at government locations as required by sponsor needs
  • Must have an active Top Secret U.S Government issued Security Clearance with the ability to obtain and maintain a Top Secret/SCI U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
  • This position requires a minimum of 4 days a week on site.


Preferred Qualifications:
  • Active TS/SCI clearance
  • Familiarity with State & interagency coordination processes and international partner engagements
  • Demonstrated ability to take informed risk, lead with partial insights, and operate effectively with high degree of autonomy
  • Demonstrated ability to work across organizational boundaries & employ shared leadership models effectively

$162,400 - $203,000 - $243,600 Annual
