Duties Description The Mineral Resources Specialist 4 (MRS 4) manages work related to oil, gas, solution salt mining and other ECL Article 23 regulated wells in NYSDEC Regions 6, 7 and 8 and is critical to the many orphaned well plugging projects and methane reduction efforts New York is currently engaged in. Duties may include:
• Supervising and evaluating the work of subordinates including the preparation of work plans, training of staff, making work assignments, and designating regional work priorities.
• Providing technical services and advice within the division and DEC as well as to operators, municipalities, other agencies, and the public.
• Taking the lead role in extremely complex and controversial studies, proposals, and initiatives.
• Reviewing permits for environmental suitability and compliance with the ECL and implementing regulations. Signing permits.
• Accompanying regional inspectors as the secondary inspector at regular intervals and providing appropriate instruction and guidance.
• Performing inspections of oil and gas infrastructure as needed and as directed by regional or CO direction.
• Coordinating enforcement activities with appropriate Division of Law Enforcement, Office of General Counsel, and Central Office Mineral Resources staff.
• Preparing affidavits, presenting testimony, and serving as a State witness at public hearings and court proceedings.
• Taking an active role in modifying and updating law, regulations, and policies to ensure regulated activities can be conducted in a manner that protects public health, safety, and the environment.
• Manage division work in regions 6, 7, and 8 and assist with complex work in region 9 as needed.
• Respond to emergency situations and be involved with emergency preparation, training, and response as necessary, which may include weekends and after hours.
• Inform regional direction and Central Office Mineral Resources direction of program accomplishments, priorities, high-profile situations, and emerging issues through timely and effective verbal and written communication, including monthly reports.
• Work with regional direction and DEC's communications team to communicate in a positive and productive manner on oil and gas matters with internal and external constituents including the media, elected officials, municipal, and business and environmental leaders. Direct responses to correspondence requests according to DEC procedures in a timely manner.
• Respond to general inquiries, complaints, and high-profile incidents in a timely manner.
• Perform administrative duties with respect to time and attendance, travel and budgeting, vehicle and equipment usage, work planning and performance evaluations, internal controls, and ensure program staff are in compliance with related DEC and Mineral Resources guidance and policies, including health and safety and mandatory trainings. Manage, maintain, and secure equipment and program files consistent with DEC policies and guidance. Perform quality control reviews of inspection and other records created by the division.
• Complete special tasks as assigned by Central Office Mineral Resources and or regional direction.
• Be available after hours and on weekends as needed for urgent matters. Travel as needed for training or other Mineral Resources related work including overnight stays.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

For NYHELPS Appointment

Eight years of experience in drilling, development, or production for oil, gas, solution mining, or underground gas storage.

Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.

Travel may be required.
Overtime may be required.

Must be available for emergency response.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
