Position Overview

Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Military Operations Planner to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7).

The Military Operations Planner provides operations assessment and planning support across campaign, contingency, exercise, and strategic deterrence mission areas. The selected candidate will apply practical military operations and planning experience to support operations assessments, mission analysis, commander's estimates, and senior-level briefings that inform USSTRATCOM decision-making.

Security Clearance Requirements

This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.

Key Responsibilities
• Conduct graduate-level quality analysis and assessment of USSTRATCOM core mission areas, including Global Strike and Nuclear Operations.
• Participate in USSTRATCOM, component, Combatant Command, and Joint Staff operations planning teams for Global Campaign Plan opportunities, campaign plan and order operations, activities and investments, and contingency or steady-state planning efforts.
• Produce Combatant Command-quality commander's estimates and perform mission analysis.
• Analyze diplomatic, informational, military, economic, readiness, and cost information to determine progression or regression toward achievement of campaign, contingency, or exercise objectives using defined measurement criteria.
• Develop, update, and maintain operations assessments and enter logical, defensible assessments into databases.
• Define, document, and articulate the logic for assessments of progression or regression toward achievement of objectives, effects, and risk.
• Apply critical thought to identify trends in individual assessments and synthesize them into key findings, recommendations, and cost-benefit insights for U.S. operations, activities, and investments.
• Develop graduate-level quality briefings and written reports with in-depth analysis and research, and brief findings to senior leaders while responding to questions.
• Assess Joint Force operations, activities, and investments to evaluate effectiveness and risk in support of the National Military Strategy and subordinate plans and orders.
• Participate in boards, bureaus, centers, cells, and working groups and support continuous improvement of assessment processes, tools, and products.

Required Qualifications
• At least 12 years of practical Department of War military operations experience.

o In lieu of the 12-year military operations experience requirement, at least 5 years of practical assessment experience assigned to USSTRATCOM/J7.
• At least 3 years of experience working at the Office of the Secretary of War, Joint Staff, Combatant Command, service, or MAJCOM or equivalent.
• At least 2 years of experience as an operations planner.
• A bachelor's degree or higher.
• Operations center experience.
• Demonstrated relevant experience supporting:

o Campaign and Risk Assessments: finding, reading, and comprehending information from multiple sources; maintaining working knowledge of policy and strategy guidance; developing and refining measurement criteria; assessing progression toward Strategic Deterrence; entering logical assessments into databases; and producing briefs and written reports for senior leaders.

o Operations Assessments: participating in operations planning teams; producing commander's estimates and performing mission analysis; analyzing information to determine effectiveness of operations, activities, and investments; developing, updating, and maintaining operations assessments; entering assessments into databases; defining and articulating assessment logic; providing recommendations to improve force integration, resource allocation, and strategic alignment; and developing graduate-level briefings and reports.

o Joint Force Assessments: assessing Joint Force operations and investments to achieve objectives and effects, coordinating with CCMDs, Joint Staff, and OSW; consolidating assessments into coherent products; refining measurement criteria; and supporting development of the USSTRATCOM Annual Joint Assessment.

o Additional Support to Assessments: identifying, collecting, analyzing, and entering data; producing competition, planning in crisis, combat, risk, exercise, and other-directed assessments; participating in boards, bureaus, centers, cells, and working groups; using AI/ML tools to augment analysis; and contributing to continuous improvement of assessment processes, tools, and products.At least 7 years of experience working with U.S. Government and/or Joint Staff functions and processes, including hands-on experience writing, developing, and publishing Office of Secretary of War and/or Joint Staff products.
• U.S. citizenship required.

Preferred Qualifications
• Direct experience supporting USSTRATCOM assessments, campaign planning, contingency planning, or operations analysis.
• Familiarity with Joint Risk Analysis Methodology, deterrence theory, Strategic Deterrence Strategy, and Combatant Command assessment processes.
• Experience briefing senior leaders on assessment findings, mission analysis, and operations planning matters.
