Job Description

SAIC is seeking a Military Exercise Security Analyst located at Camp Smith in Hawaii to support USPACOM to manage, create, and approve Security Classification Guides (SCGs) for designated military exercises to ensure sensitive information is properly classified, shared, and protected, as well as handle foreign disclosure of information, ensuring compliance with policies and managing risks when sharing details with international partners.

JOB DESCRIPTION:

  • Create comprehensive Security Classification Guides for major military exercises, ensuring alignment with DoD Manual 5200.01 Volumes 1-4, Executive Order 13526, and component-specific classification policies.
  • Evaluate exercise plans, CONOPS, TTPs, intelligence inputs, and operational documents to determine classification levels, dissemination controls, and declassification instructions.
  • Lead classification working groups or integrated planning teams to gather inputs, resolve discrepancies, and ensure consistent classification across all exercise materials.
  • Draft derivative classification guidance, quick-reference sheets, briefing guides, and marking instructions for exercise participants.
  • Verify that all SCGs meet DoD, Joint, and Service-level requirements and support proper marking of documents, media, communications, and systems.
  • Deliver classification and derivative classification training to exercise staff, planners, and participants as required.
  • Track updates, revisions, and approvals; maintain authoritative versions of SCGs and ensure proper distribution.
  • Conduct foreign disclosure reviews for exercise plans, intelligence summaries, operational documents, and training materials and provide training to staff and exercise participants.
  • Apply NDP-1 criteria to determine releasability to foreign partners and assess information-sharing risk for multinational operations.
  • Support exercise planning conferences (IPC/MPC/FPC/Execution).


Qualifications

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's and ten (10)+ years of experience; additional four (4) years of experience considered in lieu of degree.
  • Experience in Department of Defense (DoD) security, intelligence, or classification management.
  • Demonstrated expertise with EO 13526, DoDM 5200.01, and derivative classification doctrine.
  • Experience supporting joint or service-level military exercises, operations, or planning.
  • Strong analytical skills and ability to interpret complex operational information.
  • Excellent written communication skills and experience producing formal guidance documents.

PREFERRED QUALIFICATIONS:
  • Prior experience developing SCGs for exercises, operations, or acquisition programs.
  • Background in joint planning (JP 5-0), intelligence (JP 2-0), or OPSEC (DoDM 5205.02).
  • Experience with multinational exercises and foreign disclosure considerations.
  • Familiarity with SAP, SCI, and special handling caveats.
  • Military or government service in a security, intelligence, or operations role.

REQUIRED CLEARANCE:
  • Must have an active Secret clearance with ability to obtain a full TS/SCI clearance.
  • Must be a current US Citizen.
