The Opportunity:

As a CACI-SOFETOPS Mid-Level SOF Reports Officer, you will provide direct support to the intelligence requirements of ARSOF Sensitive Activities Mission Management Cells (SAMMC). This position plays a critical role in managing the reporting and dissemination of Human Intelligence (HUMINT) information, performing the full range of HUMINT Reports and Requirements Management, including collection strategy development, analytical research, and production of briefings, charts, written assessments, and oral presentations in support of target development. The Mid-Level SOF Reports Officer is responsible for reviewing, processing, and ensuring the quality and compliance of Intelligence Information Reports (IIRs), collection emphasis messages, and contact coordination requests (CCRs), while maintaining IIR reporting metrics to support the collection management mission. You will leverage strong analytical and communication skills and utilize intelligence tools for qualitative review of HUMINT platform performance. You will be required to implement efficient data management processes and ensures data quality and integrity to facilitate seamless retrieval and analysis of information. This role prepares and recommends the operational usage of sensitive capabilities in support of the commander's priorities and objectives, while conducting internal, inter-service, and interagency coordination and de-confliction of targets and operational missions. Serving as an advisor on internal and external requirements policies, processes, and procedures, the Mid-Level SOF Reports Officer monitors and tracks requirements documentation actions, manages dataflow management requests, and supports collection management teams. The Mid-Level SOF Reports Officer delivers valuable insights and intelligence products to government decision-makers, directly contributing to the overall success of SAMMC’s intelligence and operational missions.

Responsibilities:

  • Serves as SOF Reports Officer and as a technical collection advisor.

  • Provide support for dataflow management requests and support teams.

  • Serve as advisor on internal and external requirements policies, processes, and procedures.

  • Review HUMINT reporting and the processing of Intelligence Information Reports (IIRs)

  • Draft, format, review, and quality check IIRs, collection emphasis messages, and CCRs.

  • Ensure compliance with local Major Command (MACOM) and Defense Intelligence Agency (DIA) specified policies and guidance.

  • Verify information meets unit Priority Intelligence Requirements (PIR) and national information collection requirements reporting thresholds.

  • Maintain IIR reporting metrics to support the collection management mission.

  • Utilize intelligence tools for qualitative review of platform/collector performance.

  • Support monthly reporting of IIR metrics.

  • Monitor and track requirements documentation actions.

  • Implement efficient data management processes, ensuring data quality and integrity, and facilitating seamless retrieval and analysis of information.

  • Solicit, analyze, document, and facilitate prioritization and validation of analyst needs.

  • Provides consistent real-time updates of collection and planned collection requirements through existing databases.

Qualifications:

Required:

  • Current Top Secret/Specialized Compartmented Information Security Clearance.

  • A bachelor’s degree and 4+ years of experience or 10+ years of relevant work experience.

  • Experience should be as a HUMINT Reports Manager or Requirements Manager.

  • Applicable experience in HUMINT reporting, processing, and collection requirements.

  • Demonstrated expertise in IIR and CCR reporting, quality checking, and evaluation.

  • Working knowledge of the tools, methods, and concepts of portals and other real-time or near-real-time knowledge and collection management systems.  

  • Good communication skills, both verbal and written.

  • Strong attention to detail.

Desired:

  • Experience supporting USASOC or Joint SOF organizations.

  • Must work independently with limited government oversight and function effectively as part of a team in a joint working environment.

  • Experience conducting intelligence analysis and planning supporting Theater Special Operations Commands.

  • Experience in a deployed environment supporting SOF Sensitive Activities.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
