Mid-Level Contract Specialist / Administrator II Federal Transit Administration Support Location: Washington, DC / Primarily Remote Company: US Federal Solutions This position is ideal for an acquisition professional with strong federal contracting experience who can independently support procurement actions throughout multiple stages of the acquisition lifecycle. The successful candidate will work closely with Government contracting personnel and program offices to prepare acquisition documentation, support contract administration, resolve procurement issues, and maintain accurate status information for assigned actions. What You Will Do As a Mid-Level Contract Specialist / Administrator II, you will provide acquisition support across the pre-award, award, post-award, and closeout phases of federal procurements. You will assist with acquisition planning, market research, solicitation development, evaluation support, contract administration, modifications, and closeout activities while ensuring acquisition actions comply with applicable federal regulations and agency procedures. Key Responsibilities 3 Provide mid-level federal acquisition support across various stages of the procurement lifecycle, including acquisition planning, solicitation, evaluation, award, contract administration, and closeout. 3 Support acquisition planning activities, including market research and analysis, acquisition documentation, and development of procurement strategies. 3 Prepare and edit Requests for Proposals, Requests for Quotes, solicitation documents, and other acquisition-related materials. 3 Review Statements of Work, Statements of Objectives, Performance Work Statements, and other requirements documentation for completeness and acquisition readiness. 3 Prepare and review pre-procurement packages and supporting documentation prior to submission for contracting action. 3 Maintain accurate workload tracking and provide timely status updates regarding assigned contractual actions. 3 Support the administration of various acquisition mechanisms, including Indefinite Delivery, Indefinite Quantity contracts, Blanket Purchase Agreements, task orders, delivery orders, call orders, contracts, and purchase orders. 3 Apply knowledge of multiple contract types, including Firm-Fixed Price, Cost-Reimbursable, Labor Hour, and Time and Materials arrangements. 3 Assist with cost and price analysis activities and review supporting documentation used to establish price reasonableness. 3 Prepare and support contract modifications associated with changes in requirements, funding, period of performance, or other contractual terms. 3 Assist with contract termination, default, and closeout activities when required. 3 Perform recurring contract administration functions with limited Government guidance. 3 Analyze complex procurement issues, identify potential solutions, and support resolution of acquisition-related problems. 3 Validate procurement and contract data to ensure accuracy, completeness, and consistency. 3 Support activities required to advertise, solicit, evaluate, award, and administer federal contractual actions. 3 Prepare contractual actions using applicable federal acquisition electronic tools, systems, and contract writing platforms. 3 Provide additional acquisition support to FTA programs as assigned within the scope of federal procurement and contracting activities. 3 Independently assess assigned work and provide recommendations or feedback to Government personnel as appropriate. Requirements Required Qualifications 3 Bachelors degree in a relevant field and applicable federal contracting experience; or equivalent experience meeting the position requirements. 3 At least 5 years of relevant contracting or acquisition experience. 3 Alternatively, completion of at least 24 semester hours in a combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, along with at least 5 years of relevant experience. 3 Demonstrated experience performing mid-level federal Contract Specialist or Contract Administrator responsibilities. 3 Working knowledge of the Federal Acquisition Regulation. 3 Experience supporting federal procurement actions through multiple stages of the acquisition lifecycle. 3 Knowledge and experience applying multiple contract types, including Firm-Fixed Price, Cost-Reimbursable, Labor Hour, and Time and Materials contracts. 3 Experience supporting acquisition vehicles and mechanisms such as IDIQ contracts, BPAs, task orders, delivery orders, call orders, and purchase orders. 3 Experience preparing or reviewing federal acquisition documentation, solicitation materials, and contract administration actions. 3 Knowledge of cost and price analysis concepts and techniques. 3 Experience supporting contract modifications and contract closeout activities. 3 Ability to independently analyze acquisition assignments and provide meaningful feedback and recommendations. 3 Strong written and verbal communication skills. 3 Strong organizational skills and attention to detail. 3 Excellent computer skills, including proficiency with Microsoft Word and Excel. 3 Experience using collaboration and productivity tools such as Google Calendar, Sheets, Gmail, Docs, Slides, Drive, Meet, or comparable platforms. 3 Strong internet and market research skills. Preferred Qualifications 3 Experience processing acquisitions using FAR Part 12 for commercial products and commercial services. 3 Experience with FAR Part 13 Simplified Acquisition Procedures. 3 Experience supporting service contracting under FAR Part 37. 3 Experience preparing contract modifications under FAR Part 43. 3 Experience supporting contract file closeout activities in accordance with FAR 4.804. 3 Experience with Federal Supply Schedule acquisitions and applicable General Services Administration acquisition procedures. 3 Experience using PRISM or another federal contract writing system. 3 Previous acquisition experience supporting the Department of Transportation, Federal Transit Administration, or another federal civilian agency.
