MID-LEVEL CI MANAGEMENT ANALYST

Future Opportunity

Location: On-Site - Quantico, VA

Clearance: Active TS/SCI with Current CI Polygraph

Employment: Full-Time

Citizenship: U.S. Citizenship Required

We are seeking a Mid-Level CI Management Analyst for a future opportunity supporting DIA DO/EMO-3 and its efforts to strengthen governance, integration, and functional management across the Defense Counterintelligence Enterprise.

This role is well suited for a counterintelligence professional who understands the mission and is ready to apply that experience at the enterprise level - helping translate performance data, policy requirements, mission priorities, and stakeholder input into actionable recommendations that improve decision-making, resource alignment, risk management, and mission effectiveness.

What You'll Do
  • Develop, coordinate, implement, and assess enterprise performance measures addressing CI program effectiveness, operational efficiency, and alignment with Department of War (DoW) and national priorities.
  • Analyze enterprise performance metrics, resource allocation, and operational data to identify trends, gaps, risks, and opportunities for improvement.
  • Develop findings and recommendations to support EMO leadership and applicable enterprise governance bodies.
  • Support development and refinement of the CI enterprise governance model, including monitoring and deconflicting activities, tracking risks and issues, and coordinating stakeholder actions.
  • Assist with identifying policy gaps, overlaps, and inconsistencies and support development or revision of policies, standards, SOPs, guidance, planning requirements, and strategic documentation.
  • Coordinate with EMO, OUSD(I&S), Defense CI Enterprise stakeholders, interagency partners, and other mission organizations as required.
  • Establish and maintain knowledge-management, information-sharing, and reporting processes supporting enterprise decision-making.
  • Compile, review, validate, and analyze enterprise information and data used in assessments and leadership reporting.
  • Prepare executive briefings, assessments, memoranda, information papers, reports, and responses to formal taskings.
  • Support working groups, conferences, training initiatives, and stakeholder engagements; document decisions and actions and track approved courses of action through resolution.
  • Support CI modernization initiatives, enterprise risk assessments, collection-requirements management, capability and investment analysis, and other functional-management activities.
  • Assist with integrating CI equities into Combatant Command, Joint Staff, DoW, national, and interagency planning activities.

Required Qualifications
  • Active TS/SCI security clearance with a current CI polygraph.
  • Five (5) to seven (7) years of qualifying knowledge and/or experience supporting Counterintelligence disciplines or CI mission activities.
  • Demonstrated knowledge or experience in one or more CI disciplines, including investigations, operations, collection, analysis and production, functional services, and/or mission support.
  • Ability to analyze mission, operational, programmatic, or performance information and develop clear findings and recommendations.
  • Strong written and verbal communication skills with the ability to prepare professional staff products for government stakeholders.
  • Ability to coordinate effectively across multiple organizations, functional areas, and mission stakeholders.
  • Ability to work on-site at Marine Corps Base Quantico, Quantico, Virginia, with mission-related travel within the National Capital Region as required.
  • U.S. Citizenship required.

Preferred Qualifications
  • Bachelor's degree.
  • Experience translating CI operational, analytical, or mission-support experience into enterprise-level performance, policy, planning, governance, or mission-management support.
  • Experience supporting the Defense Intelligence Enterprise, Intelligence Community, Combatant Commands, Military Departments, or interagency CI stakeholders.
  • Experience coordinating cross-functional actions and developing decision-quality staff products for government leadership.
  • Experience with enterprise governance, performance measurement, policy development, strategic planning, risk management, resource/program analysis, or knowledge management.
  • Experience developing executive briefings, information papers, memoranda, assessments, or other senior-leadership products.
  • Strong facilitation, stakeholder coordination, executive writing, briefing, and organizational skills within classified environments.
