PRIMARY FUNCTION

The Microsoft Developer provides application development and technical implementation support for enterprise application modernization efforts supporting the Executive Office for Immigration Review (EOIR). This individual is responsible for designing, developing, configuring, integrating, testing, deploying, and maintaining Microsoft-based application components that support Government business processes and modernization objectives.

The Microsoft Developer works closely with solution architects, business analysts, functional subject matter experts, security personnel, testing personnel, system administrators, and Government stakeholders to translate approved business and functional requirements into secure, scalable, and maintainable technical solutions. This individual supports application development throughout the system development lifecycle and ensures developed functionality aligns with technical standards, security requirements, and operational needs.

ESSENTIAL FUNCTIONS

  • Design, develop, configure, test, deploy, and maintain Microsoft-based enterprise applications and supporting components.
  • Translate approved business, functional, and technical requirements into application functionality and technical solutions.
  • Develop and maintain application components, business logic, services, APIs, interfaces, and supporting functionality.
  • Collaborate with business analysts, Functional SMEs, solution architects, and Government stakeholders to clarify requirements and develop appropriate technical solutions.
  • Support the modernization and enhancement of existing applications and development of new functionality.
  • Develop reusable, scalable, and maintainable code in accordance with established development standards and technical architecture.
  • Develop and consume REST APIs, web services, and other interfaces required to support application functionality and system integration.
  • Support integration with Microsoft technologies, enterprise systems, databases, and external services as required.
  • Implement appropriate authentication, authorization, data protection, logging, and error-handling capabilities within developed solutions.
  • Collaborate with Security Engineers to incorporate secure software development practices and applicable security requirements throughout the development lifecycle.
  • Participate in application design reviews, code reviews, technical reviews, solution demonstrations, and other development activities.
  • Troubleshoot application defects, performance issues, integration problems, and other technical issues throughout development and implementation.
  • Develop and execute unit tests and support integration, system, regression, and user acceptance testing activities.
  • Analyze and resolve defects identified during testing and support validation of corrective actions.
  • Coordinate with system and environment administrators to support application configuration, deployment, release, and environment promotion activities.
  • Maintain technical documentation, including application configurations, development specifications, interfaces, dependencies, and implementation procedures.
  • Participate in Agile development activities, including backlog refinement, sprint planning, estimation, demonstrations, and retrospectives.
  • Identify technical risks, dependencies, and issues and communicate potential impacts to project and technical leadership.
  • Support implementation, transition, knowledge transfer, production readiness, and ongoing application maintenance activities.

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.
  • Experience developing enterprise applications using Microsoft technologies.
  • Experience with Microsoft .NET technologies and modern application development frameworks.
  • Experience with C#, .NET, ASP.NET, or related Microsoft development technologies.
  • Experience developing and consuming REST APIs, web services, and system integrations.
  • Experience developing applications within Microsoft Azure or other cloud-based environments.
  • Knowledge of relational databases, SQL, data access, and application integration patterns.
  • Familiarity with Microsoft identity, authentication, and authorization technologies.
  • Familiarity with Microsoft Azure services supporting application development and deployment.
  • Experience using source control, build, deployment, and application lifecycle management tools.
  • Experience working within Agile software development and DevSecOps environments.
  • Familiarity with Azure DevOps or similar development and work management tools.
  • Knowledge of secure software development practices and application security principles.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Ability to effectively collaborate with business, functional, technical, and Government stakeholders.

QUALIFICATIONS:

  • Must be a US Citizen.
  • Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
  • Bachelor's degree from an accredited college or university and relevant professional experience in software development, application development, computer science, information technology, or a related discipline.
  • Ability to successfully pass a pre-employment drug test and background check.

PLACE OF PERFORMANCE

The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
