EDUCATION and/or EXPERIENCE: Bachelor's degree in Business Administration, Adult Education, Human Resources, Organizational Development, Industrial Psychology or a related field. A minimum of 5 years of experience in progressive management initiatives in the development, administration, and implementation of training programs, preferably in a transit related environment. Previous supervisory experience with a comprehensive knowledge of strategic training and development with experience in technical writing and curriculum development required. Previous cross functional work group management and budget experience is required. Organizational Development certification (ODCP), Certified Professional in Learning Performance (CPLP), or Leadership Development Assessment (360 Degree, Hogan, etc.) is desired. Experience in vendor management is desired. Must possess excellent communications (verbal and in written form) and presentation skills with the ability to provide consultation to senior management. Must have demonstrated advanced computer skills in all primary departmental software platforms. In lieu of education, directly related work experience may be substituted on a year-for-year basis.

SUMMARY: Manager of Learning and Development 1MGR4617EN Human Resources Director of Training Exempt 21 S. McNeal 05/24/05 CW 08/27/19 No Works in close partnership with the Director of Learning and Development to design and deliver advanced training programs in support of leadership and professional development and new strategic initiatives. Monitors, measures and evaluates the effectiveness of training and development plans to ensure that objectives continuously meet business needs and promote organizational efficiency. Consults with stakeholders to develop individualized and/or group program objectives to address specific business needs. Provides vision and leadership in the integration of instructional technologies for all training and development activities. Manages the maintenance of training records, development and distribution of training reports, and oversees resources. Utilizes internal and external resources as necessary in order to conduct analysis and develop interventions/recommendations for the Authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (These duties are not be construed as exclusive or all-inclusive, and do not include marginal functions of the position that are incidental to the performance of the essential job functions.) 1. Manages the design, development and delivery of the Authority's training programs in support of professional and leadership development and new strategic initiatives. 2. Creates and maintains a high performing environment characterized by positive leadership and strong team orientation. 3. Ensures quality of course development and delivery by facilitating various training programs; assignment of qualified instructors, monitoring and reviewing their lesson plans and class presentations. 4. Develops policies and procedures governing the evaluation of the Authority's training programs and activities. 5. Directs the development and maintenance of the Authority's training records and reporting system. 6. Ensures that departmental and/or outside training opportunities are made available to all agency staff. 7. Performs other related duties as required.

SPECIAL REQUIREMENTS: Must be able to work outdoors on flexible hours and split shifts throughout the MARTA service territory.
